Halfling Mayorships and Burghers

Halfling Governments:

While generally any halfling is indistinguishable from another, Halfling cultire is distinctly separated between Valley and City Halflings such to the extent that they have developed different but similarly unique structures of government. Prior to the expansion of the of the Alaesian Empire, these served as governments for each local township or city forming the backbone of Halfing maintanence and influence on the contient. At present-day they now act as local self governance in rural areas or as cultural guilds in the cities.  

Valley Halfling Mayorships:

The Valley Halfings have long lived in the hills and valleys of Alaesia, landlocked and isolated these people formed mayorships to provide leaders respected within the community. Halfling mayors earned their positions through serious dedication to the Halfing cause, either militarily or by demonstrating their hardworking nature as artisans or farmers. Once old and prestigious enough, mayors were unofficially elected by their peers to become community leaders. This position was not optional, but Mayors could choose to participate as little as offering advice to their neighbors. More active mayors often retire from their careers serve the community and to travel to Mayor conferences.   Despite being elected on a town-per-town basis, Valley Mayors act as natural leaders to all, as they are respected as leaders amongst all Halfing towns and villages, often traveling from one to another to maintain order and solve petty disputes. Depending on the population of a township, Halfilings may elect multiple mayors or none at all resulting in some villages entirely relying on town councils or visiting mayors to aid in town decisions.   As respected inviduals Valley Halfling Mayors often come from or directly interact with the Halfling Riding Companies that form the bulk of Halfing militaries. There is no required service amongst Halfings, but there are several highly trained Halfling Pony Cavalry units that serve as regional defense and as mercenaries. While severely dimished since Halfling lands were entirely encorporated into the Alaesian Empire some Mayors have maintained Riding Companies to serve as a path into military service and to uphold the famous Valley Halfling Shock Calvary, which was originally formed to combat Demons of the Demon Wars.    

City Halfling Burghers:

The City Halfling have lived in the coastal cities of Man since after the 1st Demon War. Over thousands of years of separation, these Halflings formed syncretic relations with the races they chose to share homes with. Oddly, however, City Halflings formed sub-governments within larger city governments to provide affects similar to a rural Mayor. These Halfling Burghers acted as the voice of Halfling in a city and would act as the leader of guilds, representative to wider town councils, and administrator of the City Halfilings for the local state. This position was singular per city and burghers were elected under stressful and intensive campaigns for the position as landing the election could elevate entire Halfling families into wealth and prestige. Term limits vary from community to community, but typically last for 5 or 10 years.   City Halfling Burghers in the time of the Empire have remained largely the same, already an integral part of the local government of the founding Alaesian King, the status quo only changing to fit a more uniform election term, ending more niche burgherships that found themselves with one-year terms or life terms that provided the Empire with too much paperwork or dealing with overly powerful Halfing merchant families.   Complementary to their Valley cousins, City Halflings also maintained a regular military. These were often integrated into the defenses of their local cities as town guards or as mercenaries. The groups were not experienced in horseriding, but instead focused on ranged slingership. The Imperial Amry of Alaesia for a long time included Royal Halfling Slingers incorporated from many larger cities as auxiliaries or as ranged units serving on-board Marine vessels until the invention of the mariner cannon.
