During the time that Cas was alive, the structure was basic and clear. Cas would command from the top to trusted generals and they in turn would lead their forces according to the orders from above. Cas believed in himself to be a proper leader and effective. From what recollections gathered, even from Nuabu himself, the management & utilization of Obmika's Rising under the Necromancer were some of the most precise and difficult of challenges that the country had to face. If his connection to magic & motivations had been different, the country would have had an earlier and perhaps healthier regime.
However after Cas' demise, things became trickier. The group would continually be hunted down. During the time of the Storm Era, laws and justice were much more interpreted by those in power with less proper actions taken. Mob hunts, kangaroo courts, lynchings, and wanted dead posters were all commonly used and encouraged. The members of Obmika's Rising were seen then as extremists that were defeated and needed to suffer for their actions.
In the current time, the group has become splintered into cells and in hiding. Members do not openly walk the streets looking to collect tithes. They work in obscuring actions mixed into major groups and forces. The group no longer acts as a single organization, rather they have become splintered and act entirely as independent cells. Though no one knows who the modern Supreme Vessel Guardian is, much less if they are real, each sect claims to know the true moniker of the person. Within each cell there is a Vessel Guardian Intermediary that acts as the cell's leader.

Culture
The core belief of Obmika's Rising is, "To bring back our Master." Simple enough in scope, yet continually more radical every few generations that the entity is not revived to life. From captured documents, interrogations, and infiltrations; the cult invites & accepts any individuals regardless of their past life. The only requirements that there seem to be are : a potential ally must be brought in by a current member, a physical inspection of the body to record any tattoos, an initiation ritual, and two assignments with a separate trusted cell member prior to full cell recognition and annointing as a true believer.
Public Agenda
Their public goal is to revive the Necromancer as they believe the world is in shambles and that it would be fixed & even better lead by someone that knows how to do so.
Assets
Over time and as a whole, the group had collected a variety of money, art, items, magical components, resources, property, and hidden assets that would challenge the collective economy of the whole country. Each and every cell has their own location for storingĀ their tithes and spoils to offer to Obmika upon his return in hopes of earning his recognition or favor. Many cells, once substantial enough, will construct a crypt to Cas in order to house their private meetings and prepare a place to repel the false society's forces should their discovery come to light. By doing so, numerous crypts have beenĀ made & hidden across the country. Some of the being discovered, but not all of them emptied of their cultists or spoils. Some extreme radical groups even compel monsters into their halls to bolster the power & security of the cell. Of the cells that have been cleared, most are destroyed. Yet, some of these cells may be undamaged or worse, reinhabitated by someone(s) or something(s).
Demography and Population
The average size of each cell varies with a few factors like; age, location, has it been discovered, their tendency to violent actions, and more. Some cells have been recorded as number in thousands while others have had maybe three persons. The number of cells themselves are unknown, but the number of discovered crypts points to at least 180 entities.
As for specific demographics within the group, as they are accepting of anyone brought in by fellow members there is not particular lean for the group. During the Akun Civil War, some recordings had been discovered pointing to different cells incentivizing and recruiting extremists on both sides of the war.

Territories
Although there is no specific territory owned by the Cult overall, most cells have specific property that individuals own. Some purist cells view the whole of Thaviel as their homeland and have at times attacked, bribed, or cajoled the current civilians there into joining the Rising in order to lay easier claim to the City-State.
Military
Each cell is recognized as a combatant terrorist group and as such is treated as such upon discovery. Although some cells commit towards more non-violent actions, each cell eventually succumbs to the wishes of Cas and may find themselves shedding the blood of themselves or others in his name.
Within the whole of the group lies an additional smaller group that seems to know all the cells and checks them for quality. Failing to meet the mark, some crypts have been discovered as executed by this eosoteric group. Not much is know besides the group has been in operation longer than any other mortal lifespan.

Technological Level
Some cells develop a surprising number of scientific and/or magical ideas. In the fields of engineering, necromancy, evocation, and medicine; the cult has helped society with some of their advances. Even if the help towards society was posthumous and collected from the notes by the particularly scholary minded cultists.
Religion
Instead of praising any of the Gods, the members chose to venerate Cas Obmika as their God King. Although they mostly do not actively desecrate the sites of the gods, holy persons of the Gods have been put down in order to achieve goals for cells.
Divine Origins
The religion started shortly after the fall of the man once called Cas Obmika. Worship of him was used as a way to sustain and tether his person around the mortal realm in order to keep him alive. Although perhaps not a plan by him, it was a plan that some argue has vastly helped him in being prevented him by being a footnote within history.

Legislative Body
Each sect independently writes their own laws. These vary between groups and are meant as a peer into their specific goals and alignments. That being said, each sect is given and taught the by laws written by Cas himself that must be followed in all but the most dire of days.
Judicial Body
Each Vessel Guardian Intermediate & the Vessel Guardian Supreme are suppose to be the one to carry out the law. Some Intermediates will assign a role within their cell to a potential future Intermediate as a way of teaching by doing the creed & life of the cell.
Executive Body
Each member is responsible for enforcing the laws upon themselves and other members.
