Haigen Topkick wears many hats, all of them well-suited to his particular style of management and oversight. He is simultaneously the captain of the Muckruckers, the watch for the Puddles; the guildmaster for the Salvage Guild; and the Puddles nomarch. He runs the Muckruckers more like a criminal organization than anything else and has a fair amount of oversight over many of the activities of the Puddles. He views the various gangs in the Puddles as rivals to be extinguished for territory and has worked, somewhat reluctantly, with the forces of Edgewatch "encroaching on his land".
