Arik Taranis, also known as Babu Dhakal, was one of the first Thunder Warriors -- the first group of genetically-engineered soldiers created by the Emperor of Mankind to help conquer the techno-barbarian warlords of Old Earth, and to reunite the homeworld of humanity beneath his rule after the long night of the Age of Strife. Once Unity had been achieved and the world united following the end of the Unification Wars, the Emperor intended to launch his galaxy-spanning Great Crusade and establish his Imperium of Man by reuniting all the lost colony worlds of humanity under his rule with the aid of a second generation of genetically-engineered warriors who became the first Space Marines.

Unspeakable king
The Unspeakable King was a terrifying warlord of Terra during the Age of Strife, possibly in M27. The horror of his rule became the subject of legend for generations to come. He was served by the Hollow Ones, an order of pariahs analogous to the Silent Sisterhood, and was according to some legends a powerful psychic null himself.[2] He ruled Albia and defeated the Panpacific Empire, assuming the titles "Magna Albia" and "Archtyrant of Panpacifica".
His descendants were later overthrown by the warlord clans shortly before the coming of the Emperor of Mankind. The Dusk Raiders adopted their red right hand heraldry from the symbol for the murderous reach of the Unspeakable King.
During the Horus Heresy, the Unspeakable King re-emerged to take advantage of the Imperium's weakness.

Narthan Dume,
Madman of the PanPaficic Empire: Probably the Big Bad (or at least up there) of the Unification Wars, Dume ruled over the PanPacific Empire, one of the top dogs of Terra during the UWs, and the most infamous of all warlords. Also one of the last Rulers to be defeated by the Emperor.

Kalagann, Tyrant of Ursh
Kalagann, Tyrant of Ursh: another of the top dogs, Ursh was one of the largest Empires on Earth, extending from Siberia to at least North Africa (as Kalagann defeated the Nordafrik Conclaves in a brutal war that involved a lot of Psykers and actual Deamons poping up on Terra). He was a Chaos Cultist which is also super interesting to see (also a favorite of mine).

Uileam the Red
Uileam the Red, Master of Albyon: Drank human blood and conquered a quarter of Terra before being pushed back by NordAfrik by the time of the Unification Wars. Imprisioned by the Emperor. Certainly a top dog.

Kibuka
Kibuka was a warlord of Nordafrik said to have been able to call lightning from the sky and grant his warriors superhuman strength. He raised an army that defeated the forces of Albyon at the Battle of the Blue Dawn, taking the tyrant Uilleam the Red to Khangba Marwu for execution. Kibuka would later be defeated by an unknown enemy and imprisoned in Khangba Marwu himself
Dalmoth Kyn
Dalmoth Kyn, Overlord of Hy Brasil: Ruled over one of the most densely populated areas of Terra during the UW (and possibly its sole Hive Cluster). Powerful enough that he was one of the last to be conquered, eventually surrendering and having his descendants still rule over the territory.
The Priest-King of Maullard Sen Confederacy:
A Nordic Psyker and one of the last to fall to the Thunder Warriors in an absurdly brutal and deadly battle.
The Priest-King began as a holy man in the northern wastes of Nordyc, offering food and water to those in need. During this time he first met the Emperor of Mankind, who warned him against what he was doing. The Priest-King claimed his god had called him to live in kindness, and ignored the Emperor. The Chaos Gods, attracted to his prayers, began to answer them, fuelling an increase in his following until it numbered many thousands. Each miracle performed by the Priest-King became more costly, each ritual more occult.
By the time the Emperor brought the Maulland Sen Confederacy to battle at Maulland Sen, little trace remained of the Priest-King's humble origins. Although he did not realise he was serving warp-entities, everything he did was fuelling them regardless of what he believed. Dabbling in cloning and witchcraft, he was followed by a horde of thousands of gene-abominations and witch-marked men. In the aftermath of the battle, the Priest-King decried the Emperor as an apostate and heretic before he was executed by the Emperor Himself.

Cardinal Tang
Cardinal Tang, the Ethnarch of the Yndonesic Bloc: Brutal ruler who practiced Pogroms, constructed Death Camps and forced genetic couplings to ensure population growth. Died around the start of the UW, after which the Yndonesic Bloc allied with the Imperium to defeat the Panpacific Empire.

Noum Retraiva was the first Master of the Administratum. Serving during the later stages of the Unification Wars, Retraiva was the heir to a powerful Merican noble family and had fantastic wealth. He recognized power when he saw it, and it was easy for him to join the nascent Imperium. Though rigorous and hard-working, he was also cynical and prone to personal enrichment. Under his leadership the new Adeptus Administratum grew from a small agency to truly gargantuan bureaucracy.
Moravec, who created an artificial intelligence so dangerous, it led to the unification of the Panpacific Empire under the warlord Khasar (possibly Narthan Dume's direct predecessor), and who fled to Mars, where his Vault is still regarded as one of the greatest secrets of the Mechanicum.

Oxitania
Ruled by King Gotha during the Unification Wars. Ultimately defeated, though at the cost of the near destruction of the VIII Legion's 9th Company. The company remnants were oathbound to serve Gotha himself, as he had accepted the rank of Rogue Trader from the Emperor in remission of his execution.
Saragorn Enclave - the Enclave surrendered to the forces of the Emperor but still carried on the experiments in secret. When the Emperor discovered this defiance, he dispatched the VIIIth Astartes Legion to bring his retribution. The Enclave was viciously destroyed.
Adedeji - This Dynasty ruled from northeastern Africa. After they were defeated by the Emperor they were reduced to lowly status, with many being forced to become factory workers.
The Great King of Akkad was a Terran ruler, who fought the Emperor's forces, during the Unification Wars.[1]
His elite Udug Hul were the terrors of the Upper Asiatic Basin and managed to resist the advance of the Emperor's armies. This ended in 668.M30, when the Emperor led the first of the Legio Astartes against the Great King and the Udug Hul at Samerkend. The battle ended after 10 hours, with the Emperor victorious and the Great King of Akkad's head a trophy, that hung from the belt of the Grandmaster Hector Thrane.
