A bitter, angry man who works as the barkeep down at The Winking Wizard tavern in Driftwood Row. Deloy is prejudiced against many non-human races, especially those who might not resemble humans very closely, or could be described as "monstrous".

Personal history
Deloy opened the Winking Wizard as a young man, before Driftwood Row had completely fallen into poverty and disrepair. As the years went by and his property lost its best customers, Deloy had to adapt by serving to a less reputable clientelle, which had the deleterious effect of destroying his moral compass. Any dreams Deloy had of operating a successful, thriving business are long gone, replaced by a desire to simply "get by". Deloy is not a pleasant man, and does not do "small talk" with the customers. He figures his clients want to drink cheap beer and get drunk in silence and soliutude. Any business they conduct in his establishment, is their own problem, he doesn't want to know of it.
Employment
Deloy wons and operates the Winking Wizard Tavern. He also makes shady business deals with certain clients at his establsihment, including Eorge Hunt, the Harmacist.
Failures & Embarrassments
Deloy's greatest embarassmnent is simply his lack of drive or motivation to improve his lot in life. He started out life as a young man with dreams and ambitions, and a feeling that his tavern would be a source of happiness and personal satisfaction. That dream has soured and he now simply holds onto his property and place in society, having given up on all his dreams.

Deloy is a man of the worst moral fiber. He is prejudiced against non-humans. He has compromised so many times he has forgotten what values he might have once held as a young man. Deloy lives by a simple adage, "survive by any means necessary".

Deloy prefers to keep his less savory patrons at an arm's length, but in some cases he has no choice but to make mutually beneficial deals with those who hold a degree of sway in Coldhaven's crimnal circles. An example of this is Eorge Hunt, also known as the Harmacist, a shady drug dealer with ties to several criminal gangs and Spellhaven cabals.
