Ankh'heran Vizier

Viziers are high-ranking political advisors and ministers in the Mystrasi's government and courts. Formerly the title was given to the secretarial ministers who was merely a helper, but afterwards became more representative and successors of official scribes.   They stand between the sovereign Mystrasi and their subjects, representing the former in all matters touching the latter. There stands to be two types of Viziers:  
  • Executor Viziers: Those who held limited powers and served to implement the Mystrasi's policies. They became heads of departments in bureaucracy, ministers with specific tasks, or royal councillors. They were appointed outside the capital as provincial governors or commanders. These can be a non-Ankh'heran or even a slave.
  • Delegator Viziers: Those with greater power, and authority over civil and military matters, that enjoyed similar powers as the Mystrasi, except in matters of succession or the appointment of officials. The position is stressed to be essential, an effective viceroy, well versed in religious matters.
The term has been used to describe two very different ways: either for a unique position, the head of the Mystrasi's government (the term Grand Vizier always refer to such a post), or as a shared rank, rather like government officials or aldermen of a city. If one such Vizier is a Delegator, they may hold the title of Grand Vizier or another title.   The title of Grand Vizier acts as the leader or chief minister of the Court of the Great Sphinx, second to the Mystrasi only, but in times of the Demise of the Mystrasi, they were second to the Prident.

FUNCTIONS

  In general, the Viziers acted as the representative municipal leaders of their political communities within large towns or cities, similar to a Mayor. They are the chief executive of their local governments, taking a chair to the multi-member governing body that holds little independent power within their jurisdictions and plays ceremonious roles. Their duties and responsibilities are to appoint and oversee municipal managers and employees, provide basic governmental services to their constituents, and execute the laws and ordinances passed by a municipal body (or mandated by the central governing body).   The office of Vizier did not originally entail any important administrative duties and was generally regarded as an honour conferred for local distinction, long service to their councils, or for past services. The Vizier was expected to devote much of his (or her) time to civic, ceremonial, and representational functions, and preside over meetings for the advancement of public welfare. His or her administrative duties were to act as a returning officer at Magistrate elections, and as chairman of the meetings of the Alderman Council.   They served to implement the policies of the Court of the Great Sphinx & hold authority within their respective municipalities in civil and paramilitary affairs, working in tandem with the Ankh'heran Guard. Also, they serve as implementers of the Mystrasi's whims of legal religion, and the ritual purity of the Ankh'heran prides. All Viziers answer to the Great Vizier, as they are delegated responsibilities to execute and convene with the Great Viziers authority in their localities.  

APPOINTMENT

  Due to the bureaucratic meritocracy innate within the Church of Pansophia, it was expected for those eligible for the position of Vizier to be prominent or educated members of society i.e. to have practised and be members with the Church of Pansophia. Having trained within the political academia of one of the cities universities or colleges, particularly noble members of the Prides or family members of the Pride Lords. Those of whom presented worthwhile skill and success are taken to be shadowed by active Viziers or prominent bureaucrats within Ankh'hera.   Candidates worthy of the position of Vizier were taken from the educated caste of clerics, or from the commoners during elections - in which the city would allow a democratic vote over who they wish to appoint, presenting notable candidates and members of the Church of Pansophia. Typically, these members were versed in the arcane.   The Vizier was to be a fit person elected annually by the council of a city or town from among the aldermen or councillors or persons qualified as such. Their term of office was one year but was eligible for re-election. They may appoint a deputy to act during illness or absence, and such deputy must be either an alderman, nobleman or councillor. A Vizier who was absent from the city or town for more than two months became disqualified and had to vacate their office. A Vizier was ex officio a justice of the peace for their borough during their year in office and the following year. They received such remuneration as the council thought reasonable.   Their position at the Courts charged the Viziers with administering the serfs or servants of the Mystrasi's lands. To maintain their dependence and loyalty to the Mystrasi, the position was forbidden to the leaders of clan groups. A separate Vizier, known as a "Bromal-Dung Vizier" was charged with overseeing the royal cattle and domesticated herds of the Mystrasi in respective regions.
