Vel'anen is the intellectual and residential heart of Ael'canoras: the mid-canopy district that houses the haven's working practitioners, contains the Vel'ithren archive, and serves as the junction through which all movement between Ael'thalas above and Ithren-Nor below must pass. Its light is the filtered green-gold that three elf sources have identified as the characteristic quality of Ael'canoras as a whole — the light that comes through full canopy cover and that no other district quite replicates. If Ael'thalas is where the haven decides and Ithren-Nor is where it consults, Vel'anen is where it works, studies, and remembers.

Demographics

Vel'anen holds the largest and most varied population of the three districts: the working practitioners who conduct Silence research and maintain the archive, the residential population of senior but not eldest elves, and those whose practice requires the mid-canopy's particular quality of filtered attention rather than the openness of Ael'thalas or the depth of Ithren-Nor. The youngest permanent residents of Vel'anen are approximately three hundred and fifty years old — born before the Silence, and considered young by the standards of a haven whose eldest inhabitants have been alive for seven centuries. No elf born since the Silence began has lived in Vel'anen. The spaces designed for them are still here.

Government

Vel'anen has no governing structure distinct from the Triumvirate's general authority over Ael'canoras. The archive staff operate under a long-standing internal hierarchy of seniority, and the Silence research practitioners organise their work through conventions that have accumulated over two centuries without producing a formal administrative structure. The district functions through the deeply embedded routines of a community that has been doing the same things for a very long time, governed less by authority than by the accumulated weight of practice.

Defences

Vel'anen shares Ael'canoras's forest-wide defensive capacity. The mid-canopy position is more enclosed than Ael'thalas and less exposed than the forest floor, which makes unauthorised approach somewhat more difficult to detect but also somewhat more difficult to accomplish. The forest's attention in Vel'anen is ambient rather than concentrated — present throughout, without the specific focus that characterises Ael'thalas or the depth of Ithren-Nor.

Industry & Trade

There is no trade. Vel'anen's economic life — insofar as the term applies to a district without commerce — is the work of the Silence research and the maintenance of the archive. The practitioners who work here produce knowledge and practice rather than goods. What the district requires is provided by the forest. What it produces is not exchangeable with anything outside the forest.

Infrastructure

Vel'anen is the junction of the haven's walkway network: the Ael'thiras-Vel arrives from Ael'thalas above, and the descent structures to Ithren-Nor depart from the district's lower reaches. This makes Vel'anen the passage through which all vertical movement in the haven flows, a function that has shaped the district's layout over the centuries — the central walkways are wider and more worn than those of the other districts, carrying the traffic of the whole haven rather than just their own.

History

Vel'anen has been the working and residential centre of Ael'canoras throughout the haven's history. The Vel'ithren archive has been accumulating since the second generation after the Permutatio. The Silence research that now occupies the district's scholarly life began approximately two centuries ago. Forty years ago, Caladris Ael'ven descended to the archive's inner chambers and emerged three days later without speaking about what she had found; Vel'anen's archive staff have maintained an unasked question about this event ever since. Points of interest

Vel'ithren (The Archive Grove) is the primary repository of Ael'vari knowledge, whose root-formed chambers hold fourteen hundred years of elvish history and practice. Seren-Nor (The Silent Nursery) is a repurposed structure in the district's lower reaches whose original function — a nursery, grown before the Silence — is apparent from its configuration and no longer named by the elves who pass it. Both have their own articles.

Architecture

Vel'anen's structures share the grown character of all Ael'canoras, with a specific quality that distinguishes them from Ael'thalas: they are more enclosed. The full canopy cover above means the district's chambers are within the forest rather than above it, lit by filtered light rather than direct sky. The Vel'ithren archive's root-formed chambers represent the district's most distinctive architecture: trees whose root systems have grown into storage configurations over fourteen hundred years, their shelved recesses functional without being constructed. The Seren-Nor structure in the district's lower reaches was designed with a specific quality of light and scale that still defines it despite three hundred and fifty years of disuse.

Climate

The mid-canopy climate is the most stable in the haven: the full canopy cover above moderates wind and temperature, and the enclosed quality of the district means seasonal variation is muted. The light is consistently filtered, shifting slowly through the day as the sun moves and the canopy responds. Practitioners who have spent centuries in Vel'anen describe its climate as constant in a way that the upper and lower districts are not — a steadiness that the long practice of attention finds more hospitable than variability.

Natural Resources

Roman scholarship has not documented the resource base of Vel'anen specifically. What the mid-canopy zone yields in terms of sustenance and material is provided by the forest and managed by the haven's population collectively. The district's primary resource is its archive — an informational wealth that is entirely inaccessible to outside scholarship.
