Twin Dagger Smugglers
Based out of the Lordless Lands, specifically Dark Road, Twin Dagger is run by a pair of twin halflings - Merric and Pepper. They smuggle goods into Requiem and Ilmora. This is often drugs in the form of Flashback and Slant. However its also illegal magical items. Magic items that allow for charmed effects, mind controls, necromancy, or high level destruction or either banned or require licenses in Requiem. These, banned alcohol like Dwarven Spirits, poisons, and more are "imported" by runners and mules who cross through wooded areas and store goods in holes and ruins.
Twin Dagger purchases its goods from a variety of sources, often fences and importers. Moving material in the Lordless Lands isn't illegal, nor is the creation of any of these goods leading to a large market of easy to purchase goods that are illegal elsewhere. In some cases, reputable businesses will send caravans of goods illegal in another nation in Dark Road for Twin Dagger to then smuggle and sell them elsewhere.
Twin Dagger doesn't entirely deal in distribution. They will when needed, but they prefer selling in bulk to other groups who will then slowly sell through inventory at a higher margin. They also offer their services for hire, for a cost. Individuals or groups can hire Twin Dagger to smuggle in specific items at an often higher cost.
Twin Daggers smugglers are surprisingly well paid. Often they are individuals with full or part time caravan jobs that are recruited to smuggle as well. But they do have full time smugglers, who often build small cartels of their own to handle the minute to minute of the job.
