Halflings are very much like small humans, thus their name. As player characters, it is assumed that any of the sub-races of the race of halflings can be considered as that of the halfling character in question. Complete information on halflings is found in ADVANCED DUNGEONS & DRAGONS, MONSTER MANUAL.
 

House Rule

 
So you want to play a character like Frodo or Sam or Pippin or Merry. Hobbit, hobbit, hobbit!! There I've said it. It's not a half-thing or even a halfling, it's a hobbit.   Hobbits like all other races do not have infravision or seeing in the dark!
 

Languages

 
Hobbits don't have their own language. They speak common tongue locally. And only those with intelligence of 16 or more, can speak 1 other language, but.... yes, the character has to have a logical reason for knowing the additional language.
