The Elves break from The Empire
After the end of the Vereth Dynasty, the Elven kingdoms broke off from The Empire, seeing it as unbenefitial for them to share government with other free folk they believed were less capable of governance. The Golden Council had no choice but to accept seeing as their loyalist armies were already in shambles and they could not muster another bloody revolution.
