The Long Council

The Long Council is comprised of the Steward, her advisors (the High Council), the Guildmasters, and the Locality Leaders. These meetings are often open to the public to view but they are not the full council (the Short Court). These are the meetins where decisions about the functions of the city are made, where financial decisions are made as well as discussions of issues like taxes and potential war threats. Occasionally they do meet privately to discuss potential threats to the city and solutions to these issues. The members of the High Council do not get a vote but due to their charges and positions are needed to discuss the viability of what can be done for the city. These advisors also tend to bring to light important issues which Guildmasters and Locality Leaders may not be concerned with. They may also speak directly and privately with the Steward if needed, but other members of the council are not permitted to do this.
