Guildmasters
There are numerous Guilds and Guildmasters within the city, but not all Guildmasters are powerful enough to have earned a seat on the council. There are eleven seats for guildmasters, each claiming one vote for Long Council meetings, and each claiming two votes for the Short Council meetings, much like the Locality Leaders. The Swords and Shields have a guarenteed place on the council because of their position and relation to the Steward, but the other ten guilds are chosen based on their membership. This is usually in alignment with which guild pays a higher tax, but that is because guilds pay taxes oon behalf of their members, giving the people a representative to protect them from overly steep taxation. There are some seats, such as the Trading League and the Merchant's Guild, that have to hold their position tight because there are other mercantile/ artisanal guilds with a similarly high membership.
Guildmasters are frequently called to council, and they speak for the majority of the city. Many Guildmasters do not hold any title or land, but have risen through the ranks of their guild and proven their abilty to stand up for the needs of the guild. While most Guildmasters use this position to advocate for their guild, there are some that have put themselves on the council only for power.
