Her early childhood was spent in concealment among rotating safe houses maintained by a dwindling network of rebel sympathizers. This traumatizing existence ended only through the controversial Clemency Edict that required children of rebel houses (indeed all Noble houses) to attend Oathwatch Academy—an arrangement that was as much about having the children as hostages against their parents as it was about reconciliation and education.
