Treaty of Shared International Protection

Purpose

The treaty ensured that Talbury and Templars could stay out of each others ways while still each independently protecting the villages of Adremesis.

The treaty consists of five rules. Each of which must be followed closely to ensure that neither side engage in unnecessary conflict.

Caveats

If the treaty were to be broken in any major or provocative way, the opposing side had full right to declare war against them with the goal to ensure the continuation of the treaty. However, "major" was agreed to be any sense of aggression and/or ignorance and so may require blatant breakage of the treaty for a reaction. Minor disruptions such as missing migration time by a couple of days or stationing slightly too many troops than specified could be noticed and spoken about but would not necessarily require any immediate action.

Publication Status

The document was shown to the public eye of Talbury and a copy was produced to be taken to Deorum. The physical documents remained safely in Talbury's and Deorum's respective archives.

Legal status

The treaty is signed under both the then Mayor of Talbury and Supreme Templar and thus was under the jurisdiction of both parties. It was also signed by each of the villages that already had either Talbrian or Templar presence, this was so that any villages that did not want to take part in the agreement for whatever reason were allowed to.

Historical Details

History

Both Talbury and the Templar Order clashed slightly for many years when stationing their guards in villages across Adremesis. The treaty was signed so that they could both continue their duties without provoking conflict.

Public Reaction

Talbrians were generally happy that there would be no more tension between Talbury and the Templar Order, however, many Templars did not feel the same as they believed it is their divine right to defend Adremesis and so the treaty was initially met with resistance. It gradually faded though, and the treaty was respected more.

Term

The treaty was to last 25 years on the day. Then, upon reaching this date, the treaty would be reviewed by both sides for any necessary adjustments or if it needs to be outright revoked. Once they return to any new agreements, the treaty would be reinstated accordingly.

Talbury and Deorum Diplomatic Agreement

December 12th, 332 AFB

No party signing the following agreement can breach the following rules inconsequentially established by the official signing of this treaty.

The Treaty of Shared International Protection hereby states the following five rules, effective immediately upon the collective signing of the agreement:
First: neither applicable party may station soldiers of their militaries in a number more than or equal to 1% of the respective settlement's population.
Second: The soldiers stationed in each settlement will remain for the next 3 months with provisional aid from their original party. Upon the last day of the 3rd month, half of the stationed soldiers must leave for the next settlement while the remaining half must wait until the other party's soldiers arrive. Upon their arrival, the second half of the originally stationed soldiers must depart for the settlement also.
Third: The stationed soldiers are to protect the settlement from all forms of hostile activity. The respective settlement has full rights to request a new group of soldiers if the men currently stationed there are failing to perform their duties or are themselves causing hostilities. Upon this request, the applicable party must engage an investigation and potentially trial the soldiers in question if deemed necessary.
Fourth: After 5 minor violations of the afore stated rules allows the opposing party to declare a diplomatic engagement with all involved parties to reassess this treaty. If the treaty is deemed to require rectifying, then the parties must agree to the adjustments made to the treaty or to the creation of a new treaty, with The Treaty of Shared International Protection agreement becoming invalid.
Fifth: Any major violations of the afore stated rules allows the opposing party to declare war for forced reparations and/or subjugation. Major violations have been agreed to include:

• Stationing troops over 1.5% of the respective settlement's population.
• Leaving a settlement entirely unattended by soldiers during the protection periods for more than 1 week.
• Preventing the next group of soldiers to enter the settlement, and/or not leaving the settlement upon the allocated time.
• Not leaving the settlement upon the settlement's spokesperson request of different soldiers.
• Directly causing death or serious injury to innocent inhabitants of a stationed settlement on at least 2 separate counts.
• After violating the afore stated Fourth Rule and not conferring with the applicable parties for a reassessment of the treaty.
• Attempting to censor any rule violation.

Effective until December 21st 357 AFB or if both parties agree to revoke the treaty at a different date.
