Ludicrous was the leading orchestrator of the "Bionic implement" back in 19,783. Before his death in 19,838, he was at the top of the Surge for a very long time. He wasn't the leader of the Organization, but he sat closely behind and was at the head of a lot of different protests, stunts, and major violations in Adonis.
