Whoever it's applied to recovers a quarter of damage dealt to them by fire damage, or, if applied on with short rest, half of said damage.

Manufacturing process

With recipe, requires a DC 12 medicine/survival check to make. Any arrangement of the three ingredients creates a weaker version that is half as effective but gives the creator an indication that a recipe can be discovered with different quantities of ingredients.
