Non-Participant
The lowest denominator of a Ranker, a Non-Participant is a registered Metahuman who wishes to abstain from the perils and expectations of a career Ranker lifestyle.
As metahumans overall are seen as 'dangers' not to be left unchecked in society, there is a compulsory need to enroll when metahuman status is discovered. Those who don't are known as Vigilantes, willful draft-dodgers who avoid enrollment registration. When discovered, a metahuman typically will enroll and be threat-assessed by the IRA's Special Response Team, who measures the potential of an individual's traits before giving them the ultimatum: to serve or be observed.
To be observed is the essence of Non-Participation: one is given a monetary stipend as formality for the potential discrimination a metahuman may face, but often not enough to live comfortably, and they must suppress and ignore whatever it is about them that makes them unique. After all, a fire-breather may find it convenient to heat a grill with their exhalation, but properly safe methods, either tested by IRA labcoats for compatibility or ignored fully for the 'mundane' method, won't leave the fire-breather accountable for any damages they may cause.
