The Queen's Pardon

The Queen's Pardon is a magic item of immense power but singular purpose, freeing the Demon Queen from the pocket dimension in which she was imprisoned with her generals by the Divine Six ages ago. No tool of divination has ever been forged that could call itself an equal to the Pardon's purpose.    After years and years of searching the world for a way to free the queen, the Queen's Pardon was crafted in secret by those who remained loyal to the throne in the aftermath of the war. At first the item was thought a failure as the guide just spun wildly attempting to lock in on all four pillars simultaneously. That is when the idea of giving the guide polarity, tuning it to a single pillar at a time. Devising the rituals to execute this plan took ages, somewhere along the way the three component pieces were scattered to the winds and lost.   That is until a few years ago when they were unknowingly reunited. A museum had acquired the pieces, wrongly attributing them to three distinct cultures and incorrect purposes, putting them on display in different exhibits. A young team of street thieves were quietly hired to steal the three items for a "private collector", they succeeded in the theft but one of the ringleaders was captured in the escape attempt. As far as anyone could figure the pieces disappeared into the black market after that, only to be rediscovered a few years later on the island of Reedan in the hands of a cult aiming to at long last set the item to the task for which it was originally created.   One pillar has already fallen, the effort to realign it and locate another is well underway with fervor. The race is on.

Mechanics & Inner Workings

The Rod, Guide and Dial each possess significant divination magic in their own right. The Rod enhances spells like locate object, locate person, find the path. The Guide aids with Scrying, Identify, Divination, Augury and similar spells while the Dial enhances spells based on mental connections like commune, telepathic bond, detect thoughts, etc.   Assembled into the Queen's Pardon, their magics combine and reinforce each other to a singular purpose, finding the four pillars. In order for the device to be of any use it has to be linked to a single pillar at a time, like magnetizing the needle of a compass so it points north, these rituals are time consuming and complex but if completed successfully will penetrate the protective wards and spells shielding a pillar's location against lesser magics.

Manufacturing process

The physical components of the Pardon could realistically be crafted by anyone of sufficient training in the relevant skill sets: jewelry making, gem crafting, metal casting, etc.   The enchantments that imbued the item with such awe inspiring gifts on the other hand, even if they were not seemingly lost to time, would require a team of expert spellcasters to even attempt to replicate properly.

Significance

As the only reliable tool to aid in the magical search for the four pillars that keep the Demon Queen's prison intact, this item is pretty significant. Both to those who would foolishly seek to free her and those who would want to thwart those efforts.

Raw materials & Components
The Queen's Pardon is made up of three main pieces the dial, the guide, and the rod. The Guide is a crystal orb of exceptional quality tailor made for this purpose. The Dial is a jewel encrusted hoop with vertical pieces of varying heights that mimic a compass rose, marking the eight major and eight minor directions. The Rod, is well a rod frankly, a divining rod roughly the length of a baseball bat with a Y shape at one end where the Guide rests when the device is fully assembled.
