Ruefa Cile (a.k.a. The Broker)

The Broker is a man, a being, whose existence flies in the face of religious power structures throughout the world. While they preach of power derived from deities through worship and devotion he offers power of another kind, otherworldly power acquired by striking a deal with the beings beyond our world. He actively undermines the reliance of the faithful upon the faith, and boy how they detest him for it, and yet he persists, his foreboding presence up high upon the mountain he calls home casts down across Fantalusia like a dark shadow. That's what happens in a mageocracy when other methods of magic fail you, a desperate need for the magicless to climb above their social station drives them to his peak.
