Grothlater Penal Colony

Just one of many penal colonies established in the Etolarian Empire Leagal System.
Grothlater is located on Kabada III.
When it was established years ago, the basic amenities for food, water and shelter were established, but it was left to the criminals to carry out the work necessary to sustain itself.  Supply vessels routinely air-drop food supplies, tools.  The only time a vessel lands on Kabada III is to deposit new prisoners.
