  • 1/day each: commune, speak with dead


Aura of Death. The minister emanates a deathly aura that extends 30 feet in every direction from its space while it isn't incapacitated. The aura is blocked by total cover. While in the aura, the minister and any friendly Undead are immune to the frightened condition and have resistance to radiant damage. Enemies have disadvantage on death saving throws while in the aura.
Blessings of the Dragon. While the minister is wearing no armor and wielding no shield, its AC includes its Wisdom modifier. In addition, a creature that hits the minister with a melee attack while within 5 feet of it takes 9 (2d8) force damage.

Actions

Arcane Burst. Melee Spell Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) necrotic damage.
