Collins was born in 1940 in North Dakota. His father died when the Nazis tried to invade America, and his death caused Collins to seek work in the U.S. Marine Corp., and from there being recruited to the CIA. Phoenix Collins was born in Pick City, North Dakota on April 13th, 1940. In High School he ran track and field and won several awards. Growing up, he also helped the local radio station down the street, where the radio manager Merle Evans would give him low pay in exchange for cleaning, occasionally picking music (typically jazz), and eventually doing rudimentary repairs on equipment. He also spent time hunting by himself and was almost killed by a bear when he was 12. His father was among those killed in Boston, when his division was sent in to root out the Nazi German invasion of America. His death, and the lack of prospects in rural North Dakota, led him to join the United States Marine Corp.
In the Marines, Collins would serve in Lebanon in Operation: Blue Bat from July-October in 1958. America had cooperated with Soviet agents in aiding then-president Rashid Karami against a fascist coup attempt from members of the Lebanon Army and alleged support from South Africa. He was a member of the Marines’ Task Force 62 under command of Sidney S. Wade. In the sweep of the Beirut Airport, Collins saved S. Wade from an attempted suicide attack.
After the intervention, Collins was promoted to personal aid of Gen. Wade and assisted in his duties in overseeing U.S. forces in Lebanon until he followed Gen. Wade when he was assigned to leadership of Camp Lejeune in North Carolina in October ‘58. In September of 1961 Wade was again reassigned, this time as liaison between the Marine Corps. and the Pentagon. Serving under Wade here brought Collins into contact with several members of the Department of Defense.
Collins again served in the Dominican Republic in Operation: Power Pack in 1965. The U.S. launched a coup against the presidency of Rafael Trujillo from office after the CIA intercepted potential talks between the Dominican Republic and El Salvador for promised Japanese support. He was part of the 6th Marines Expeditionary Force where a ‘safety-zone’ was imposed in an area of the DR with a high concentration of international embassies. He was under Gen. Wade and present for the talks of cease-fire between U.S. forces and the Dominican government.
Collins was transferred to the CIA in 1965 after exemplary service in the Force Recon Marines under Wade, and the good impression he had left the DoD after working in the Pentagon.
In the CIA, Collins worked with the CIA’s front organization, the National Committee for a Free Asia on both the Radio Free Asia and Radio Liberty programs against the fascists in the Pacific. Collins was sent to Radio Liberty, primarily, after he mentioned he had worked in a radio station as a kid in North Dakota from his time serving under Wade in the Pentagon. He was appointed to be one of several CIA agents to comb over news reports from these stations to make sure all news reports were suitable for the CIA’s purposes. There was also commissions sent from the CIA for news stories fabricated to serve the anti-Japanese fascists in the Pacific.
Collins worked under Agent William Colby for operations not related to the RFA/RL assignments as well. Since 1967 Collins was one of several operatives to receive intelligence from double-agents in Indochina. Such informants included Generals Nguyễn Hữu An and Văn Tiến Dũng. After enough of a rapport was built between him and the Generals, the CIA began using another of its fronts, Air America, to begin smuggling arms and equipment to the resistance movement in Indochina against Japanese rule. Through these generals, America was able to get a closer, though still indirect line to Ho Chi Minh. He and Agent John Donovan were the preferred liaisons between the CIA and Ho Chi Minh.
Phoenix worked extensively with agents John Donovan and Mitchell Rapp in the Pacific. Together they undertook several classified, illegal smuggling and intelligence missions. In 1970 their intelligence efforts uncovered a hit-list from Japan to Indonesia for a purge of several PKI and left-leaning politicians in Indonesia. The CIA worked to relocate as many named people as possible.
Collins also assisted the CIA and Air America in smuggling PKI (Communist Party of Indonesia) members in and out of Indonesia after Sukarno’s government began purging communist elements of Indonesia in 1968. He was also assigned to help transport military chemicals like Napalm between the Soviet Union, American, and British territories in the Pacific.
Operations within Indochina and Indonesia have been met with some difficulty as the CIA is played against the Kenpeitai, especially Agent Tetsurō Tamba. At one point agent Tamba had Collins and Donovon surrounded by collaborationist Vietnamese police, only to fight their way out of downtown Saigon.
In 1969 he was approved for a two-week leave after the death of his mother. He currently has no surviving relatives.

The CIA also helped his ability to go unnoticed and gain proficiency in several firearms.

Collins is somebody who somewhat believes that the ends justify the means. Working against the fascist Japanese is his own way of getting revenge against the Nazis for killing his father. Collins is aware of some of the ‘questionable’ tactics the CIA employs, but to him the protection of American democracy is worth it to stamp out the fascist menace in Asia. The surveillance against their allies in the Warsaw Pact is another necessary evil to protect America, as socialism is also a dangerous tool that can have disastrous results as proven by Josef Stalin.
