What functionality is missing? What is unsatisfying with the current situation?
Players in a campaign are very limited in what they can say and create with respect to their characters. They can provide basic information, updates, notes, etc. and they can link to GM-created articles. However, they can not themselves create new articles.
They could be assigned author permissions, but that has a few issues itself: The current implementation of "authors" has two constraints. First, there is a fixed, and fairly limited number of authors for each of the different subscription tiers. This means that if I want players to be able to create content of their own, I give up one of the authoring spots to let them do it. Also, giving them authoring permission grants them more ability than I necessarily want them to have.
How does this feature request address the current situation?
This suggestion is to let players create any type of articles within a campaign world, but which only exist in the context of their own player narratives, unless the GM promotes the article. This would allow players to create and flesh out key contacts, NPC's, places, events, their own histories, and so on which would all make sense in the context of that character, but would not be part of the world canon unless the GM moved an article from the "Player" scope to the "World" scope.
Without suggesting the technical solution, players have the permissions of a free account, but for this idea, let them use that to create article instances that are for the campaign:character scope.
What are other uses for this feature request?
Besides players fleshing out their own characters, it would allow GM's to crowd-source ideas among the players, such as lists of new NPC's, holidays, etc, where the best could be added to the world canon.

This issue has been discussed with the author in details in #development-discussion - and will be declined.
Using subscribers as authors on purpose or not is circumventing the limit of authors of a profile - if you have more than 20 people that need to actively write on a world (Sage) you can always talk to us about getting a custom subscription. Allowing for more authors on the current tiers, than currently allowed can be very easily abused and will not be actioned now or in the future. Running a 30+ people west marches that EVERYONE should have authoring access is very much the exception not the rule.
Players have access to Memories and Quests that allow them access to authoring into a world.
The idea of character based articles that can be donated to a world has been floated and will be investigated. This will still be limited by a user's articles limit.
There has been a discussion about creating a separation between Authors and Advanced authors and raising the number of Advanced authors while lowering the number of Authors, this is under consideration
The Hercules release will add even more functionality for players including contributions to maps
The Hercules release will also allow players who are also advanced writers to add articles much easier than it is currently possible.
