  I agree with the other commenters that it seems like organization template should provide everything you need for a civilization, in the colloquial sense of the word. I feel like this request could benefit from an explanation as to what exactly a civilization template would entail; the word "civilization" itself has a diverse array of meanings, and without some disambiguation, this request seems vague.

  I like your idea, but you can use Organization template and make it into Civilization, so I can't really get too excited about it.

  As said by Tijmuhn and worldkeymaster , this is already doable through ethnicities template or eventually larger organisation in addition to using the timeline feature. It is quiet a job to add such a template and I don't feel , at all, that it's worth the hassle to add this feature when those two other option has everything recquiered to fill that role.

  While your suggestion sounds interesting, you can use the timeline feature to mark different time periods of the same organisation. You could also describe this with cultures/etnicities I believe. A larger organisation would work too I feel, making the orgs bellow "the once that have sprung" from that civilization.
