Born from the world of tech and implants, these are the people who could no longer handle the idea of slavery, even if it was just over Dinosaurs. Not happy with the way Wave 38 handled the care and bonding of their dinosaurs to people. After the Implant Riots, the Keepers split off from Wave 38, keeping themselves across the Tyranous Major Mountains from their brethren. Keeping to a new life of farming, taming, and breeding since the split, finding that trying to live with the natural order of the world rather than trying to force it to conform to them.

Matriarch: The leader of the Keepers, while the Matriarch is voted in it is generally after the passed Matriarch has retired. It is not uncommon for the Second Matriarch to be voted in or even someone the Matriarch gives her endorsement. Even though she is in absolute control of things, she will listen to the trio of heads. Taking what they say into the laws and ruling she passes.
Second Matriarch: Often a close advisor and the person out in the world more than the Matriarch. She will often be the one going to each head to reports and act as a proxy as needed.
The Trio of Heads: While no head is truly above the other, they act as a council and being the head over their respective way of life for the Keepers. Head of Agriculture holding over the farms and crops, Head of Livestock tends to the affairs of those working with the dinosaurs, Head of Building looks over new settlements, Ripple Beacon, pens, etc that is needed to be constructed as well as maintenance of existing structures.
Guard Captains: At least one for each settlement of the Keepers, though there can be more depending on the size and location of the settlement. Controlling the guards and laws broken within the confined of Keeper settlements.
Guards: Tasked with keeping the people safe and also as a small militia-like force when it comes to defending the settlements from raiders or hostile wildlife. They are the first line of defense against these outside threats as well as the ones who the people of the keepers turn to to help with disputes and petty crime.
Herdsmen: Like the guards watch over the cities, Herdsmen take care of the herds of herbivores the Keepers hold close. Charge with their care within and outside of settlements. Taking the herd to trade for the peace they hold with the Wave38ers.
CareTakers: As Herdsmen watch over the grown beasts, caretakers watch over the hatcheries and growing beasts. Knowing full well the next generation of dinosaurs is just as important as the last.
Citizens: Those who live within the confines of the Keepers and hold no rank or title in the world.
