It is populated by Modrons, which keep the balance of the Universe in check. It was created by Balance in order to counteract the pure chaos brought by the World of Chaos. It can be reached by simply digging down far enough. The World of Order determines the temperature and lighting, including its angle. They control the placement of the sun and moon, and the moon's phases.
