Nomefre

A beautiful and restrictive city that lets only families that have lived there for generations reside there, with masses of servants for their every need, pruning the very landscape around them to be beautiful, a perfect resort for all who can, protected by a series of magical defenses.

Demographics

The city has a high population of Gnomes and Dwarves, but most of them are a downtrodden class, generally poorer than the other people in the country, working as servants. It has a small population of Dragonborn and Aasimar which are mostly highly trained bodyguards and employed as such. It has the highest concentration of wealth and Humans in Sulwint. The Humans are concentrated along the coast, while the Dwarves and Gnomes have been herded more inland.

Government

The government in place here is the oldest in the world. Whenever the population decides that a more powerful organization is needed to make a decision a convention can be called. For each of these conventions, there is a fee per person who wants to have a say, which is considered a tax towards the government and whatever decision is made there. In the past thousand years, only a few Humans have been part of the conventions, despite the fact that they control nearly all the wealth of the city, instead hiring Dragonborn, Gnomes, or Dwarves as a sort of representative power, paying the fee to get in so that they may uphold their employer's wishes. Any decision about the city can be made at one of these and has total power. However, since the need for a system of government to manage everyday systems was shown to be evident early on in the history of Nomefre, the first such organization being the treasury. It stores and protects wealth, collects taxes, and used to pay the Forgotten Kingdom and mercenary groups.

Defences

A strong magical dome around the city, completely undetectable, and only people who possess the approval of a landowner rich enough to afford the fee to grant entry can pass through, with some exceptions, those being that they are born in the city or to a family with access. One person who inspected the barrier later boasted that it was strong enough to repel a god, although he would never want to test that. In the event of a break, there are rumors of walls and defenses that can rise up through the ground, and it is known that such defenses exist on many of the richest estates. The treasury's vault is in an unknown location with defenses that are unknown, but inspected by a group each month.

Industry & Trade

Rich Humans who keep residences there pay taxes which fuels the whole economy. Anybody other than those Humans are servants or bodyguards.

Infrastructure

There are magical mechanisms that burrow through the beaches, picking out larger portions of rocks and shells along with the natural sea life that uses the beach, including birds who nest on the beach, crabs, seaweed, turtles and their eggs. There are also spells that spread new sand across the beach after every high tide. Magical constructions control the weather, including the height, frequency and speed of waves.

Assets

Groups of mercenaries, millions of gold coins in the treasury, the exact number of which is kept track of but secret, and the vast riches of the rich Humans in it.

Guilds and Factions

All of the families with houses there are invested in keeping the city in prime condition, and sees each of the families that go there as important to the well-being of the city, which, along with the fact that most of the families raise their children there, keeps the companies in a tight-knit group that help each other out of crisis.

History

Nomefre was settled in -994 by a group of Gnomes and Dwarves who had fled from the Forgotten Kingdom. They also immediately declare independence from the Forgotten Kingdom. However, they were not truly prepared for the hardships of the land, and within a decade requested re-entry into the Forgotten Kingdom, which was accepted. Many Humans were interested in seeing the unsettled lands and were willing to pay, so Nomefre became a tourist city. Nomefre used the money to hire mercenaries and many Dragonborn and Aasimar who were upset about their lot in life in the Forgotten Kingdom came across the sea as mercenaries and settled. The high concentration of highly trained mercenaries eventually managed to make the surrounding area safe for normal people and turned the area into a premium resort, enticing rich Humans to make vacation homes there and some of them started to live there permanently. Throughout many power struggles between countries that tried to take over the continent, Nomefre managed to use its money to escape war and enter into any country peacefully and have a large power in decision making in their government, keeping its reputation as a premium vacation location throughout the centuries. When the The Forgotten Continent was cursed, many of the people who had summer homes in Nomefre fled here. This increased the power and influence of the city, while ruining its reputation as a vacation resort, as they restricted who could come to those who already lived there. After Metropolis gained power, Nomefre regained a status as a vacation resort, however the families that were living there before Metropolis stayed as the upper class of the city and kept power, keeping other rich families out of the city.

Architecture

It preserves the historic architecture that it had before trees came onto the continent of Wintsuucidon, using low amounts of wood, instead using blocks of sandstone and stone. It includes large arches, and doors are rare, usually reserved for bedrooms, and glass is similarly rare.

Geography

The beach is groomed to be perfect, with any small rocks and shells removed, fine sand from other parts of the world imported daily.

Natural Resources

It has very few natural resources, some of them being rather grainy sand, a rare strain of cranberries that grow off the shore of the beach, which is upkept and harvested as part of the cultural heritage of the city, and unharvested sandstone.
