The Vigilant Tenants

  Though the Citadel refers specifically to the massive tower at the center of Duvoch, and the Guild refers to the legal body that manages Duvoch law from within the Citadel, the two are often referred to as one and the same. In truth, the Guild only occupies the first 30 floors.   The Citadel houses all of Duvoch’s primary systems and utilities, providing power, internet access, water filtration, and crops. Normally keeping so many things in one location would be a fool’s blueprint, but to say the Citadel’s automated defenses are formidable is an understatement. While the Citadel’s AI, Alexandria, keeps out foreign enemies, the Vigilante Guild deals with the domestic. The Guild forms the academy through which vigilantes are trained and licensed, the courts and offices to facilitate justice, and the banking system through which vigilantes receive their payments. Guild staff manages paperwork from vigilantes and conducts judiciary hearings, with the people filling roles of lawyer, moderator, and jury. As such, the barrier to entry as a licensed vigilante is largely filtered through the vast legal curriculum and the reimbursement of academy fees only upon graduation. Below ground, the guild holds its prison system, a high-security establishment with a focus on a revolving door policy. Inmates typically expect rehabilitation, deportation, or execution, and the prison is merely a secure holding place until one of these paths is decided upon.   The Guild itself networks with its vigilante members via Alexandria, which serves as Duvoch’s internet browser, personal assistant, and interface for vigilante business. When a citizen cites a misdemeanor, Alexandria processes this information through to Guild staff for examination, processing, verdict, and exchange of legal fees from the lawbreaker to the reporting citizen. For felonies, vigilantes are appointed jurisdiction to act on crimes-in-progress, or may select from Alexandria’s bounty board for any criminals at large. Guild-issued handcuffs register and track the perp, and Alexandria scans the arrest through the vigilante’s Guild account for processing. Should any crime escalate into grand felony or land as a dispute between licensed vigilantes, the matter is reviewed by one of the Judges, with justice meted out accordingly.   Instructors at the Guild Academy are largely veteran vigilantes, passing on street-level knowledge with current law curriculum. This is a sort of expected retirement for all vigilantes, though some deny this path to find quiet lives or travel. Most recently, Instructor Joseph Darbinian has announced his campaign to become one of the Council of Nine, a transition that makes him a people’s champion but a dark horse for his views aligning with the Expansionist movement. His primary opponent being Valen Deschain, son of founding Councilor Solomon Deschain, will make for a clash of political ideologies sure to shape Duvoch’s future.
