Nomarch (No-mark)

A nomarch is the leader of one of the Chroma Cities. They are appointed by the Voice of Tiamat themselves. Such a selection can take weeks or months to be finalized, and there is much bribing and secret deals occurring in the meantime. The only real requirement to be a nomarch is to be a member of a noble clan; however, it is common for them to have served as an imyr or in some government role before. It is unusual, though not illegal, for a riheb to serve as a nomarch.   A nomarch controls one fifth of Nahyz. All land, duties, and resources held by their city are under the command of the nomarch. They distribute titles and ensure each province under them is producing what it should be. They are responsible for paying the taxes and tithes to the Voice as well as using the income to keep their city running; it feeds and arms their soldiers, it pays their officials, feeds their peoples, and keeps their city maintained.

Requirements

The new nomarch must be a member of one of the ruling dynasties to take such a powerful office.

Appointment

A nomarch is chosen by the Voice of Tiamat. There is an official appointment ceremony in whichever city the nomarch is taking over as well as in the Palace of The Voice.   In the Palace of The Voice, a ritual where the nomarch dedicates themselves to Tiamat, the draconic gods, and Nahyz as a whole is conducted. Following the ritual, a large celebration with the most important people in the country is held; all the other nomarchs, the Serekhs, the Rihebs, and the Voice of Tiamat all gather with their entourages and their servants and they spend a week celebrating and plotting together.    Afterwards, the new nomarch, the Voice of Tiamat, the Riheb, the Serekh of the new nomarch's house all gather in said city to oversee the appointment of the new nomarch. There is a public ceremony open to all in the city. There is also another, private celebration for those powerful figures in the city the Ithebs, the serekhs of those families who are important in the political sphere of the city, the Imyrs and notable Hattas who are joined by the powerful ranks and figures from beyond the city's power.

Duties

The nomarch of a Chroma City must ensure that all their citizens are feed and given the spiritual care they require. They maintain the army of the city and maintain the health of the kobold and other slave populations.

Responsibilities

The responsibilities of the nomarch include appointing imyrs, hattas, and overseers. They must guarantee that the tithes and taxes owed to them as well as those owed to the noble clans, the churches, and the Voice themselves are all allocated appropriately. They must ensure that the taxes owed by the towns and villages in their territory are collected without issue. Additionally, the nomarch must protect their city's territory and plan for expansion to benefit themselves, their clan, and their city.

Benefits

The nomarch of the city gets to decide which party collects which taxes and which imyr owes him what. Any additional income collected by the territory under the nomarch's control goes to them, to distribute as they please. Additionally, being a nomarch is the highest political position that can be appointed in Nahyz. The respect and prestige that is offered one who carries such a position is immense. Any goal the nomarch wishes to accomplish or any plan he wishes to foil is able to have the full backing of such a powerful position, financially and politically.

Grounds for Removal/Dismissal

The Voice of Tiamat can in theory dismiss a nomarch from their position, but it has never been done before. If a nomarch were to be removed, it would most likely throw the country into chaos and the Voice would require a strong justification to get any sort of the backing they would require to be successful.
