Hatta

These are appointed by the Nomarch of a city. They are responsible for managing a specific area, like a village, town, or community (mining, farming, etc). While this title is appointed by the Nomarch, when a Hatta dies, it is common for their to be a vote of some sort to elect candidates for the Nomarch to choose from. It is also common for the title to be hereditary or for the Nomarch to choose someone based on some other factor, whether that be bribes or a reward for good military service.

Appointment

A hatta is chosen by the nomarch that controls the town or settlement the hatta will adminstrate over. There is generally a ceremony as the title is bestowed to the hatta, and usually a festival will be held when the hatta arrives at their town. The ceremony conducted by the nomarch consists of the newly appointed hatta receiving a letter with the nomarch's seal and a newly forged seal of their own. The festivities usually include some sort of bonfire and free food and alcohol, delivered along with the new hatta. Depending on the prosperity of the town and the wealth of the new hatta, there can be entertainment such as dancers, magicians, or other performers there as well.

Duties

It is expected for the hatta to resolve any issues their settlement faces. They mainly send requests of aid to their better equipped imyr. They are also usually expected to host any guests of the government or traveling priests. It is common for them to also help lead worship to the gods, ensure the religious rites and holidays are appropriately handled, and any shrines or temples are kept in good condition.

Responsibilities

They are responsible for collecting taxes and tithes, managing resources (to meet the demands of their Imyr), and communicating with the people on the governments behalf. They are the ones who request more grain or other supplies, who issue letters of reward for adventurers, and who are responsible for responding to the concerns of the citizens.

Benefits

The hatta of a settlement receives a portion of the taxes paid from their settlement which can be exchanged into currency or some other material or item if requested. They also receive quarters in the government building of the settlement, and a hatta can expect to receive additional, and finer, food and alcohol delivered to them.

Accoutrements & Equipment

Every hatta has a ring which acts as their personal seal.

Grounds for Removal/Dismissal

If a hatta fails to deliver the taxes or tithes due to their nomarch, or they manage to make any enemy of their liege, the hatta can be dismissed from their position.
