The Decree of autumnal rights Passage, a Decree Declared after the war was over, the Autumn Empire of Dawn declared 'The Decree of autumnal rights Passage’ as a way to know those who is coming and going from the Autumn Empire of Dawn and also those whom are declared citizens of the Dawnish Empire.
The Decree states that those who live within the Empire must own a mask to show their position within society. Each mask is of an animal type showing race. class. Smaller races are depicted with smaller creatures and vice versa. and those of lower class are depicted with prey animals and those of high class are predators. As for those whom become a guard, those are replaced with their animal but dead, stripped away of their flesh to the bones. showing a fierce allegiance to the state and a strip away from their family life. Those whom want to become citizens can go to the spire and apply for a citizenship, this process is long and argues and costs anywhere from one-hundred gold pieces to tens of thousands depending on variables.


Those whom are outsiders to the Empire and want to travel or trade within the Autumn Empire must pay for tribute to cross. Those Passes are subject to payment for a State Symbol to pass threw. These symbols are split into 3 different types.
1 - Sprig Pass. costs fifty gold for a pass and lasts for one year, after which must be renewed at a boarder or at the spire as soon as. The renewed is twenty five gold, however if you do not renew the pass whilst you still travel within the empire and continue to stay within the empire, you may be subjected to harsher fines or prison. Leaving the Empire you may keep your symbol and it can be used to going back to the Empires boarder. This pass looks like a large wooden coin engraved with Yggdrasil symbol on one side and a leaf dead on one end and lush on another.
2 - Sapling pass. costing five hundred gold this pass lasts five years and is for merchant traders to come and go threw the Empire as well as trade within the Empires boarders. Similar renewal is permitted for this pass. This pass looks like a large silver coin engraved with Yggdrasil symbol on one side and a leaf dead on one end and lush on another.
3 - Tree Pass. This pass is for nobles and those of higher nobility, politicians or queens and kings or guards of such people. This pass lasts forever and dose not need renal. costing ten thousand gold the pass lets you come and go from the empire without fail, however can be revoked if needed. This pass looks like a large gold coin engraved with Yggdrasil symbol on one side and a leaf dead on one end and lush on another.
