Ragusa City State

The city state of Ragusa is an unaligned republic on the island of Ceylon off the west coast of Vaelun. Originally a colony of the Hanseat League, pirates overran the colony and established the council of Sea Lords who rule there to this day. 
A lawless place, Ragusa is a city where anything can be bought for the right price. This has led to the infamous markets of the Ditch and Night. One a slave market running in the ditch beneath the dillapated walls, the other hosted in the market quarter during the night full of unsavoury characters and dark dealings.
