Halie

It started with a drop, and from that drop came a powerful being, the first daughter of creation. She was calm and beautiful, but also violent, angry, unreasonable. Her existence proved that there is more than one side to every being, no matter how set in their ways they may seem. It has been given to us, by this first daughter, the ability to change in mind and soul, for nothing stays the same.

  In the southeast portion of Meta, in a mix of coastal prairies and modest hills, the superstitions of the first incarnation still live today. There are multiple towns and villages as well as singular homesteads in Halie, so a unified government amongst them would cause more problems than it would solve. Instead, each settlement operates at a federal level, and treaties and talks were drafted for relationships between them all. This ensures that one town can't impede on the business of another, but can ask for help if needed.   Political runs for positions are open to the public and often revolve heavily on the previously mentioned superstitions of old. The winner of political challenges is selected based on knowledge of history, and the general opinion of the populace. For example, someone who is mean or new or more likely to lose to a more popular, and well-versed figure of the town.  
  Apart from being speckled with small settlements, there is also quite a handful of sites that have been discovered to house ruins from only the first incarnation. This is strange in two ways; first is that remnants of this age have never been found anywhere else, and second, the lack of artifacts from other incarnations. For these reasons alone, it has been suggested that Halie spent the second to fourth incarnations submerged in the ocean it is coasted with. This is aided by the lush soil that has no match anywhere else, and the natives strange fascination with the ocean, and how almost all ruins spoke specifically of 'Oseala' a great water deity.
