Green Sea Fishers
In the wake of the Karadport Deluge, four small islands emerged forty something miles west of Karadport which were, as part of the Green Sea Compact, forbidden to humans. For many years ships gave them a wide berth, not being entirely clear how far that prohibition extended and given there were no other ocean-going civilisations in that direction it was assumed they were unoccupied.
Hence it being a surprise when a raft made of kelp was paddled in to Karadport from that direction. The inhabitants were naked humans, perhaps slightly taller than average and well toned, almost brown from a life outdoors. Silently, through gesture, they indicated they were willing to trade several sacks of salted fish and various small trinkets made from corals. The Baron of the Docks oversaw the negotiation personally and the newcomers left with their raft lower in the water, weighed by stone and lumber. Hence was contact made with the Green Sea Fishers, as they came to be known, and twice a year their small rafts are paddled into port to silently trade fish and trinkets for building materials.
Appearance and Personality It is widely suspected that the Green Sea Fishers are descendants of those Sea-touched given to the Sea as part of the Compact, but given that they have been never heard to speak and show little interest in signing anything unrelated to trade, this is likely impossible to confirm. They show all the signs of the Sea-touched but are clearly capable of performing basic tasks and actions other than staring at the sea - either this is a new form of Sea-touching or the effect is so endemic to them that they have, in some way, learnt to live with it. It is presumed they reproduce in the normal way but, again, Diarchy Sea-touched have nevr shown any interest in sex or reproduction providing further evidence that their particular brand of Sea-touching is different to what has previously been seen.
They are slightly taller than the normal human and have a swimmer's muscular build, invariably having the green eyes of the long term Sea-touched and with the black hair common to the eastern Diarchy. Both males and females have been seen, both invariably naked. If they have a language it has never been heard as they communicate entirely through gestures and pointing, or at the least they do so with the Karadport residents.
Homes Their islands are off limits to the inhabitants of the Diarchy so their homes have never been directly seen, but from long range surveillance through glasses they seem to be primitive, crudely made huts on the otherwise bare rocks they live. They are made largely from the traded materials supplanted with kelp and other sea resources.
From what little can be gleaned, they seem to live solely on fish and edible sea plants.
Trade At or around Spring and Autumn high tides, three or four of their simple rafts are paddled in to Karadport laden with fish and the shell and rock trinkets they make. They trade for building materials and paddle off again. They are the city's only supply of seafood and the polished shells and similar have a certain artistic merit and trade hands between collectors for a fair amount, but they don't seem to have any real conception of prices or relative values so it is generally accepted that the city gets the better side of these trades. The Fishers seem only interested in filling their rafts up to capacity, ignoring quality unless their are obvious-to-the-untrained-eye defects.
