Iyar (eye-AHR)
The religious district of Titan Spire is perhaps the most farcical location in the city. Its places of worship begin humbly and rise in grandeur as they slope up the gradient, but no matter which of the near-infinite temples, mosques, synagogues, or churches a citizen may visit, the only choice they truly have is which of the four Elemental Lords they wish to pay tribute to.
Huge runic arches crest over the top of the neighbourhood, one for each element, and many times a day they will flash with light, sometimes just select runes, and sometimes a blaze that sweeps across them all. While no one is sure exactly what they do, this area is the only place in the Central Spire where the Winged Eyes can gain no purchase.

The Pauper's Tome
Among the lowest levels of the district resides a library of religious texts and scrolls that citizens may borrow for their own edification. Very few people take advantage of this service, but occasionally an angry and recently-shunned ex-noble will come storming in looking for ways to defeat their overlords. These searches, unsurprisingly reveal naught.
The Quad
At the highest point of the district, a huge courtyard is divided into four parts, one for each element with features of its type - a fountain with a sculpture of crashing waves, water flowing over, down, and splashing pleasantly into the pool below; a grove of cherry trees always in blossom; a circle of glowing coals embedded into the ground that can be safely walked upon; a scattering of eddies that swirl, disappear, and reappear like a choreographed dance. While the rest of the district is mostly a sham, this park is free and beautiful, and often populated with students and lovers finding peace in a tumultous city.

The headquarters of the agents of the Elemental Lords who patrol the district and collect the alms from their liege's establishments. It is called a tavern because the Tollkeepers are known to do nothing but drink when they are not wringing coin from the holypeople of the ward. Outsiders are not welcome, there is no bar or service, and any non-Tollkeeper who entered this place would be well-advised to turn back around and leave immediately.
