Batur (bah-TOOR)

The waters from the pristine Spire of Elemental Water drain down into the residential area below it, where it becomes murky and stagnant, and security toxins from above drift and combine to create fatal pockets of poison and even small underwater detonations. Residents are seen to be wearing all manner of improvised breathing apparatuses or, if they're lucky, have magical effects shimmering around them, but even the best of them can't protect from the worst of the dangers here.
  The one beautiful feature of this neighbourhood is the phosphorescent algae that grows on the cavernous walls, but even that has its deadly side. Many folks here make a living harvesting it for various magical and utilitarian applications, but when it is scraped from the rocky surface it creates tiny static shocks - move at anything but the slowest pace, and you're likely to create a charge that, amplified by the water around you, will electrocute you and bring your harvesting to an abrupt end.   Important Locations:
  The Columns
Spindly formations of stone brace the Spire above, and each of these columns has a ghostly inhabitant lending strength to the defiance of physics they represent. In the early days of Titan Spire, her majesty Kai discovered a faction plotting against her and in slaying her betrayers, bound each of them to the support of her domain as punishment for withholding their support in life. As a result, the columns each give off a spectral glow unlike the bioluminescence of the other underwater surfaces.
  Sea Spider Webs
The uninitiated would be forgiven for thinking that it was customary in Batur to drape veils of white cloth over abandoned buildings and unused alleyways. In reality, this drapery is woven by enormous underwater creatures, spiky and crablike and always hungry, to ensnare the unsuspecting living like a death shroud. If they are touched, they react like an anemone and close upon the offending creature, releasing numbing chemicals on contact until their prey is paralyzed and packaged for their eventual consumption.
  The Breathing Dome
A spa-like location where those who have had a stroke of luck or a long-awaited "vacation" can pay to simply be able to breathe safe, non-toxic air and relax. There are more elaborate services available, such as massage, acupuncture, and reiki, but most who visit can barely afford the entrance fee and limit themselves to partaking in the free offerings. The curved glass walls provide a spectacular view of Batur below and the Elemental Spire above, surrounded by water and sea life that is far easier to appreciate when one is not in range of their more dangerous qualities.
