Consequences for any vampire found to breaking the contract is death by blood letting and crucifixion

Historical Details
Background
The treaty was signed after the burning of Rome and the decline of the roman empire. It set out who would opperate in teh different parts of the empire.
History
During the era of the night most vampires acted selfishly often doing what they pleased, when they pleased. with the fall of the roman empire signaled that perhaps things had gone to far with their living in grandeur. Vampires from different bloodlines and formed their own organizations and from there this lead to the modern 5 vampire organizations
Public Reaction
at first it was not well received but, the five families did a massive purge of descentors
Legacy
currently the tensions are high with the discovery of the new world and most vampires trying to carve out pieces of it.
