Outlaw

Qualifications

While the title of outlaw does not seem like it would be a hard one to attain, the opposite is actually true. Due to the sheer lack of order and real government in the Waste, most crimes go ignored. They are, for the most part, only between the criminal and the victim. But only when someone commits an act or a series of acts so heinous, so offensive to the general public that they earn a bounty, then they can receive the title of outlaw.

Appointment

When a person commits a crime bad enough to catch the attention of the wealthy or to encourage many to pool together their funds, they end up finding their name placed on the Board. The Board is a large notice board covered in papers and portraits of outlaws, as well as other job listings. Whenever a paper is posted on one Board, it appears on every one, same with removal. Once one finds their name and portrait up on the board, coupled with a reward, they are officially an outlaw.

Notable Holders

The Waste is full of outlaws, and many have wormed their way into legend by holding the highest bounties, and by holding them for a long time. These outlaws are considered untouchable by most, and none but the greenest or most experienced bounty hunters seek them out. Some of these notable outlaws are listed below.   Holding the most expensive bounty in the Waste, Brasslung Bill is by far its greatest criminal. The rest of his crew, the Reckoners, also holds large bounties, but his outshines any of them by a long shot. Brasslung Bill has cost Barony Co. untold sums from his constant raids on white coal stockpiles, and his presence in the Waste is incredibly bad for business, hence the massive bounty.   Wanted for numerous murders and turning his victims into his ghoulish servants without consent, the Ghoul King has caused widespread fear. So much so that no one wants to get anywhere near his lair at Ghouljaw, a town entirely peopled by bloodthirsty ghouls. This fearsome reputation has earned him a great bounty, though most prefer to simply give him a wide berth rather than hunting him down.   Black Belle is a prominent outlaw of orcish origin, her bounty quite surprisingly provided by Anth'Tkur itself. Her life of crime began after she discovered her sorcerous powers, but rather than being touched by the storm, she was touched by shadow. She demanded to be made a Lahi'Gaur for her sorcery, but instead was spat at. In her rage she ended up going directly to the Lahi'Gaur, barging into a meeting, and after she was dismissed there she ended up shooting and killing a prominent member of the council. She has committed numerous crimes since then, becoming a feared outlaw.   There are many more prominent outlaws than these three, of course, but they are among the greatest and most well known.
