Notorious
Notorious is a gang comprised of the best of the best. If you're looking to hire the strongest, quickest, or most deadly, you can find them here. To ensure that everyone is reminded of this, they compete frequently in The Citadel, which brings them a lot of fame and mercenary contracts.
Structure
So we've got head honcho brah. He's generally the biggest and baddest lil dude around. Currently, the biggest baddest is Gor Highrock. Like, imagine that guy on a motorcycle. Definitely don't want to mess with that guy.
Next in command is just a general clump of buff peeps with high rankings in The Citadel. They don't really organize themselves much after that, so there's not that much of a chain of command. Everyone just follows direct orders from the head honcho, and he really rules with an iron fist.

Really buff peeps. And pretty sneaky peeps. And deadly peeps. And fast peeps! Any peeps you can think of! Oh, and a bunch of motorcycles. Vroom vroom.
History
Man, how are bicylcle gangs usually formed? Something along the lines of 'I heard you have a loud motorbicycle. I also have a loud motorbicycle. Maybe we should ride our motorbicycles together sometime. With oil.'. Then, enough people did that and they reached critical mass to have a gang!
