Capitol City

Demographics

Approximately 80% of the families residing in the Capitol are human (some of which could be considered elf-blooded), with the remainder being divided between halflings, gnomes, and a scattering of other races such as mochilians and dwarves.
For the most part, each district tends to be fairly homogeneous concerning social class; the inhabitants of any given district will almost always fall within the same wealth class with little exception. One possible explanation for this is that the governing families of wealthier districts manipulate the living expenses deliberately to maintain this status quo, though uncovering evidence of such a conspiracy would be next to impossible.

Government

The Council

As the seat of government for the Akregian Empire, the Capitol is home to the Imperial Council. The council is comprised of representatives from each of the ruling families, as well as several guildmasters to represent the financial interests of the empire.

Defences

The entire city is surrounded by three rings of granite walls that average 50 ft high and 20 ft thick. Smaller walls separate the various districts between each ring, with large turret towers situated at each junction. The third ring extends over the sea and encircles a portion of the bay, forming a 12th pseudo-district, the Imperial Harbor. The massive seagate in this portion of the wall controls access into the Bayside district, though the gate has not been closed in nearly half a century.

Industry & Trade

Capitol's massive trade income from the North Bay is supplemented by dwarven caravans from the Gold Road and, to a lesser extent, the Bay Road. Trade ships from the North Bay bring in jewelry and textiles from the west coast, ivory and pelts from the east, and fresh fish and crops from various ports within the Bay itself.

Districts

There are eleven "official" city districts within the Capitol City, in two distinct rings radiating from the central axis of Serris Cross. The inner ring comprises the "old city," when the Capitol was first built between Akregia and the newly-conquered Velaria. The outer ring was constructed several centuries later, when the need for more infrastructure and real estate became apparent. Sewage System

The Capitol was one of the first cities to employ a sub-surface sewer system, though the first iteration was little more than trenches dug down the center of each major street, which were then paved over with cobblestone. In the decades since, proper underground tunnels have been excavated further below the surface, with drainage tunnels in every basement and at every street corner.

The Waterworks

Fresh water is always a concern in a city the size of the Capitol; to ensure a ready supply, each district maintains a reservoir of fresh water in an underground cistern, which is supplied by a massive subterranean aqueduct system, bringing fresh spring water in from the Dragon Peaks.

Every trade, service, and industry has its own guild within the empire, and every guild in the empire has a headquarters in Serris Cross.

History

Capitol was founded around the year 525 A.D.

Geography

Rolling grassland surrounded by many miles of farmland. Atop the rocky peak on the northern tip of the city, the Rookery occupies the highest hill within the city, about a hundred feet above the rooftops of surrounding districts.
