Golden Council

The Golden Council is a charade of equal power that controls Vinhur. It was originally put in place by Vinhur's Divine Pair to maintain balance and power after the Pair passed. However, after the Corruption, the Council shifted, and its actions started to change.
Despite these changes, there are certain aspects to the Golden Council that remain the same. For example, all members are required to wear long, dark hooded robes and uniquely carved golden masks during sessions to hide and protect their identities. To be a bit more easily identified, they will also wear colored ribbons during sessions.

Structure

Autarch: Also simply called the "Ruler" by the workers of Vinhur, the Autarch is the head of the Golden Council and controls other branches of the government. The Autarch pretends to be swayed by arguments created by other Councilmen, but the rumor on the street is that all the members are paid to support the Autarch and present suggestions that the Autarch already agrees with. The Autarch can be identified by their blue ribbon.
Treasurer: The Treasurer is head of the Treasury. They provide financial concerns or encourage actions that will be "good for the economy". The Treasurer can be identified by their yellow ribbon.
Negotiator: Commonly known as the "Strategist", the Negotiator devises military-based plans while in wartime. They may also handle some political tasks, but that has been more passed to the Politician. The Negotiator can be identified by their red ribbon.
Politician: The Politician handles political and civil tasks. In more recent years, they have been given more geopolitical and asterpolitical burdens. The Politician updates the Autarch on civil disruption, and any idea proposed by the citizens. The Politician can be identified by their purple ribbon.
Health Advisor: Also called the "Doctor", the Health Advisor advises the Autarch about citizen health and wellbeing. They are the head of all medical research, and also inform the Autarch about any new cures or vaccines to any disease that may occur. The Health Advisor also provides arguments for when it's best to shut down the planet to prevent interplanetary spread of disease.
Environmentalist: The Environmentalist is consulted with the Constructor when the Autarch addresses plans for a new factory. Their job is to provide advice on to where to not put buildings to protect the integrity of the environment. They also employ rules and regulations to keep dangerous gasses and pollution to a minimum and add taxes on certain imports or usage of certain tools, and fine anyone who does not comply with their rules. The Environmentalist can be identified by their green ribbon.
Constructor: The Constructor is consulted with the Environmentalist when the Autarch addresses plans for a new factory. Their job is to provide advice on where to put buildings to protect the integrity of other buildings. They provide safety and integrity protection rules that must be followed when constructing new buildings, and fine those who do not comply. They send out teams to inspect all workplace buildings every few years. The Constructor can be identified by their orange ribbon.

Public Agenda

Protecting Vinhur's power and citizens. Keeping track of the treasury. Ensuring that military units are prepped. Checking up on the health of citizens. Negotiation with outside powers and companies. Ensuring the welfare of the planet and citizens. Preventing harmful uprising and riots. Making military, economic, financial, and political decisions. Construction of new units to assist companies and citizens.

History

The Golden Council was founded in 4700 FEE by Newvont Chermira, the last of the Divine Pair, to assist her in running Vinhur. Members were elected through public vote and could be removed by the public when it was felt that the member no longer kept their pledge. Newvont could also remove members if their violation was behind closed doors.
After her death in 4770, the Golden Council remained largely the same, though any administrative acts Newvont made were made by the Autarch. In 500 SEE, however, the Golden Council passed the Public Favor Act, which stated that the public could vote members, but could not remove members. Members could only be removed after their term was over. The Public Favor Act is what many consider to be the start of Corruption of the Council.
In 539 SEE, the term periods slowly got longer, and the number of times one could the position started to become longer. Additionally, the election of the Autarch was made by the Councilmen themselves, and ties were broken by public vote. By 600, candidates were elected from a board, and this board had many qualifications to join that prevented most commonfolk from joining. In 1000, Councilmen's terms only ended when they died, and only their eldest child would take their place. In 1400, the other Councilmen would elect a replacement from the board.
