Mhiilamniir

Ancient Capital of the Realm of Eaerlann

Mhiilamniir is the ancient capital city of the Realm of Eaerlann and the seat of the Council of Eaerlann, who rule the city and its outlying districts. It is home to a large and mixed population of Eaerlanian elves, half-elves and halflings, as well as dwarves, humans, gnomes, dragonborn and tieflings to a lesser extent. The city itself is considered to be 'sprawling', especially for a woodland settlement, and as such many of its streets and plazas are lined with trees belonging to the forest itself, and some buildings are built into the larger specimens of trees. Despite this, the city has a small population of around 9,500 inhabitants, with numbers from the outlying districts bringing the total population to no more than 17,000 people. In ancient times, passages were built deep underground that led to the outlying districts, and were considered a safe way to travel beyond the city. However, with the construction of the Ivory Walls and King's Highways during the reign of King Altarast Moonfire, they fell into disuse and disrepair and many eventually collapsed, leaving behind a network of ruins and tunnels untouched for centuries.

The majority of Mhiilamniir's inhabitants are of elven descent, with elves and half-elves making up most of the population.  

Government

Council of Eaerlann
After King Altarast Moonfire abdicated the throne to the Kingdom of Eaerlann in 1245 RH, the government changed to a representative democracy at his express intention, with a Councillor standing as the representative for each district of Mhiilamniir. The Head Councillor is the representative for Mhiilamniir itself, although their duties encompass a more judicial role over the council rather than one of any real power. The Council of Mhiilamniir, as it has come to be known, deals with all matters of law, taxation, architectural planning, military authority, and diplomatic concerns of the Realm of Eaerlann.

The Ivory Walls
The Ivory Walls were ordered to be constructed by King Altarast Moonfire around 1063 RH, predating even the King's Highways which were built approximately thirty years later.

Wards and Districts

Mhiilamniir is divided into eight wards which are contained within the walls of the city, whereas the eleven original districts (eight of which still stand, two abandoned and one lost) are situated outside the city walls and considered separate settlements under the jurisdiction of the Council of Mhiilamniir.
Wards
  Garden Ward
The Garden Ward is the central ward of the city, containing some of its most important government and administrative buildings, including the Council Hall (previously the Moonfire Palace),
Commerce Ward
The Commerce Ward is responsible for much of the city's market trading and contains most of the stores, inns and taverns in Mhiilamniir. Guilds like The Counting House, Union of Trade, Bowmasters of Mhiilamniir, The Forgehome League and Guild of Brewers have their homes here. It is generally the busiest part of the city thanks to its high concentration of shops, and is praised worldwide for having a huge variety of stores as well as some of the finest goods available. Travellers are common and can sometimes outnumber the actual citizens of Mhiilamniir, although travelling peddlers have to pay a high fee to the Union of Trade for selling their items here unless it is something Mhiilamniir sorely needs - which isn't much. By day the Ward is a busy marketplace, but by night it becomes something of a festive paradise. Inns and taverns are permitted to stay open all night so long as they discourage drunkenness; where there is too much trouble, drinking establishments lose their night license. Bards and street performers of all kinds come out at night to take advantage of the populace's high spirits at the late hour, making the Commerce Ward something of a go-to destination for revellers. Unfortunately, like most big cities, crime does exist, particularly in the Commerce Ward. Crime rates are low compared to other cities in The Shattered Isles thanks to regular militia patrols and virtually no poverty, but reports of theft, pick-pocketing and general disorder have steadily been on the rise over the years.
Towers Ward The centre of the Towers Ward, which lies on the south-eastern tip of the city, is the Arcane Academy of Mhiilamniir.   Trahaldiir Ward The Trahaldiir Ward is a small residential ward neighbouring the Commerce Ward and the Towers Ward.  
Districts
 
Each district on the outskirts of Mhiilamniir was designed to serve some purpose to the city as a whole. Whereas Mhiilamniir itself contains mostly residential, government, administrative, military, guild and commercial functions, the districts are responsible for the bulk of the region's craftsmanship, agricultural and raw materials outputs. Some of the oldest districts are also the most venerated and important, particularly for trade, which with the construction of the King's Highways became the lifeblood of Eaerlann's wealth and continues to play an essential role in Mhiilamniir's economy to this day.
Maena Vallenar
The first district to be founded, Maena Vallenar is an old but beautiful settlement that lies only a few miles to the north-north-west of Mhiilamniir, and which is known for luxury crafts.
Orallenor   Mylhethyr   Maena Emathyr   Gildergreen   Thal Edhil   Fenadell   Sleeper's Forge
Originally a Halfling settlement, Sleeper's Forge is one of the newest districts of Mhiilamniir, having been accepted as such shortly after the abandonment of Noantar, the region's old source of lumber.
