The Ziggurat
The Ziggurat as well as the surrounding city is built from sandstone, making it hard to spot until one is close enough. The entire city is divided in four quarters, separated by the wide roads reaching from the city gates to the foot of the stairs leading up the ziggurat on all four sides, each aligned with a cardinal direction.
The south-west quarter are the only one open to outsiders, it being the trade quarter. The south-east quarter is mainly for the craftsmen, the north-east for the scholars and the north-west is home to both the military and most of the nobles. The two southern quarters have large portions dedicated to food production, mainly different kinds of animals since Naga are primarily carnivorous.

Government
The Ziggurat is ruled by a theocracy mostly unknown to outsiders. There is supposedly a High Priest in charge but the general populace only ever see priests in different positions of power.
Industry & Trade
Most of the trade going to and from the Ziggurat goes east through Wigate which lies straight to the east on the coast or north-west to Ifer-Comant.
