The Pactlands

The Pactlands is the collective name for the territories governed under the Concordance of Aligned Realms, a political and magical alliance formed nearly a millennium ago to preserve peace and cooperation following the defeat of the Endless Maw. Bound by the principles of mutual protection, shared prosperity, and magical regulation, the Pactlands is a testament to unity forged from the ashes of near-catastrophe.   The Concordance of Aligned Realms comprises four sovereign nations: Halen, Rasza, Shavi, and Vector. Despite their cultural and governmental differences, these nations have maintained a fragile but enduring peace under the auspices of the High Magus Council, which ensures adherence to the Pact's regulations.   While the Concordance governs the Pactlands, two regions—the Disputed Lands and the Island of Caede—stand outside its jurisdiction, each with a unique role in the political and cultural landscape.  

The Member Nations

Halen (The Kingdom of Halen)

  Government: A patrilineal monarchy ruled by a hereditary king.
  Character: Known for its sprawling green plains, frigid northern reaches, ancient terramantic palaces, and a culture steeped in tradition and chivalry. Halen values honor, lineage, and the sanctity of its noble class.
  Magical Specialties: Pyromancy and Aeromancy are the most commonly practiced magical disciplines.
  Contribution to the Pact: Halen provides skilled warriors and exceptional Pyromancers to bolster the Concordance’s defense.
 

Rasza (The Republic of Rasza)

  Government: A democratic republic governed by the Triarchic Council and a Grand Assembly.
  Character: Famous for its vibrant cities and advanced trade networks. Rasza thrives on innovation, commerce, and diplomacy.
  Magical Specialties: Hydromancy and Electromancy are prominent, fueling Rasza's advanced infrastructure.
  Contribution to the Pact: Rasza supports the Pactlands’ economic stability through trade and financial expertise.
 

Shavi (The Commonwealth of Shavi)

  Government: A matrilineal monarchy governed by a queen and a council of advisors.
  Character: Nestled in a land of towering mountains and lush forests, Shavi is known for its scholarly pursuits and magical academies. Its people hold the Broken Choir in reverence, considering themselves spiritual stewards of the Pact’s legacy.
  Magical Specialties: Luxmancy and Terramancy are dominant, with Shavi excelling in crafting and illusion.
  Contribution to the Pact: Shavi is home to The Eye and the Dey Academies, serving as the spiritual and intellectual center of the Pactlands.
 

Vector (The Imperial Dominion of Vector)

  Government: An imperial state ruled by a single sovereign, with significant power concentrated in the hands of the emperor or empress.
  Character: Dominated by vast deserts and harsh terrain, Vector is known for its resilience and militaristic discipline. Its people are pragmatic and fiercely loyal.
  Magical Specialties: Animancy and Vitamancy are widely practiced, though tightly controlled.
  Contribution to the Pact: Vector provides the strongest military presence in the Pactlands, enforcing peace and stability.
 

The Disputed Lands


  A wild, untamed region lying between Halen and Vector, the Disputed Lands is not formally part of the Pactlands. These lands are characterized by fertile plains and scattered ruins, remnants of an ancient civilization predating the Concordance.
    The Concordance declares the Disputed Lands a neutral zone, prohibiting occupation or annexation. However, settlers, mercenaries, and treasure seekers often venture into this lawless region, knowing they forfeit the protections of the Pact upon entering. Returning to the Pactlands from the Disputed Lands is strictly prohibited without explicit approval from the High Magus Council.

The Island of Caede

The Island of Caede is a mysterious and isolated landmass situated to the southeast of the Pactlands. Known for its jagged cliffs, dense forests, and perpetually shrouded skies, Caede is unaligned with the Concordance and steeped in superstition due to the prevalance of the various tribes that call Caede their home. Rumors abound of rogue Psychomancers, forbidden Animancy rituals, and remnants of the Endless Maw's influence.
  Though some daring merchants and scholars occasionally visit Caede, most avoid it due to the risk of encountering hostile magic or unexplainable phenomena. The High Magus Council has issued warnings against prolonged stays, citing anomalies that could destabilize an untrained mage's sanity.

The Concordance of Aligned Realms

At its heart, the Concordance is a delicate balance of autonomy and cooperation, designed to:
   
  • Prevent war and mediate disputes among its members.
  • Regulate the practice of magic and enforce training through the Dey Academies.
  • Protect humanity against external threats, such as rogue mages or the lingering remnants of the Endless Maw.

  The Concordance’s success has largely been due to the enduring influence of the High Magus Council, which remains the ultimate arbiter of disputes and the preserver of the Pact’s principles. However, the tensions between member nations, and the presence of unaligned regions like the Disputed Lands and Caede, pose constant challenges to this fragile unity.
