The Parent Protocols

When Humanity's best and brightest (and wealthiest?) finally decided to heal and preserve the Earth, they only did so because they were going off to find answers, or salvation, or 'biologically compatible extraterrestrials' among the stars... But what happens to those who get left behind?   Some struggle to survive in the lawless wastelands created inadvertently from leaving nations and armies in the hands of the rationally-underqualified. Most accept their lot within slightly-less-lawless megacities like Cairo, segregated from a planet that they are not to be trusted with. And those that cannot accept their lot flock to the Rocket cities like Port Kilimanjaro, eager to get catch a boat off of this rock, to go colonize and exploit new verdant worlds in the name of Humanity.   But to be able to represent Humanity at its best, those left back home must first somehow learn to be human(e). After all, to be human is obviously not just about having the right DNA; it is about following a constantly debated set of universal and obvious moral guidelines, written in a far off world. Obviously. To that end they are left under the tutorship and constant(ly disappointed) vigilance of The Parent Protocols, benevolent and morally rigid Artificial Intelligences working tirelessly to protect the Earth from humanity, and humanity from itself.
