The Offenders' Neighborhood
URGENT!
I come to you with very important information. I will tell you it quickly, because I don't have much time. I know They are after me. (Proof is enclosed in this letter). Unfortunately, I was not able to find much about Them during my investigations, but perhaps what little I have found will be enough to get a lead. The Offenders' Neighborhood is the largest crime organization the world has ever not known. They stir up chaos and spread crime throughout the world. They organize criminal acts and coordinate seemingly unrelated feats of violence. It seems They train anyone and everyone to perfectly execute these illegal deeds. However, "They" are more than a simple pronoun. No one has ever met Them and if anyone has he's never lived long enough to tell anyone. The Offenders' Neighborhood is such a hidden and well kept secret we are barely beginning to scratch the surface of Their villiany. Throughout all of our own organizations history we have put hundreds of terrorists, mercenaries, and various other criminals in jail, however, not all of those put in jail lived for very long. I have reason to believe that some of those inmates were apart of this organization. They must have killed their own members to keep Themselves a secret. When a criminal is captured assume he is apart of the Offenders', if we do not treat every criminal as a Level 1 Threat I believe that we will not stand a chance against this large criminal organization. Since, we have never encountered these Offenders until now, I thought about how They have managed to stay hidden for so long. The most logical conclusion I could come up with is this: they use henchmen to an exceedingly ridiculous amount. Which led me to the question: where are these henchmen? If we are assuming correctly that nearly every large scale crime was commited by this organization then I believe these henchmen are spread across the world in every place and in every role conceived by man. I do not want to cause paranoia, but until the Offenders' are taken down, we must assume anyone not apart of our organization to be under suspicion. Because of these high-end dealings the Offenders' must deal with, I assumed that the henchmen must be as hidden as possible to balance out the risk the leaders put themselves in. Under this assumption I believe the most clever thing They could do is hide their henchmen in plain sight. Although I haven no idea where that could be, I am still searching. I will not be able to search for long, but I will return only when I am sure I am safe. However, enclosed below is a warning I recieved. I am sending it to you in hopes that you will find something I did not.We see you. We watch you. A step to the left we know. A jump to the right we know. A warning only you will recieve.
