The Witterer's Law


I. Punishments:

Punishment for a crime can include one or more of the following, based on the nature of the crime, who or what the crime is committed against, and the criminal record of the convicted:  
  • Death
  • Exile, or banishment to the Undercity
    For a number of tendays or tenmonths depending on the seriousness of the crime.
  • Flogging
    A set number of strokes.
  • Hard labor
    For a period of days, tendays, or tenmonths depending on the seriousness of the crime.
  • Imprisonment in the dungeons of the Witterkeep
    For a period of days, tendays, or tenmonths depending on the seriousness of the crime.
  • Fine
    Payable to the city; inability to pay the fine leads to imprisonment and/or hard labor.
  • Damages
    Payable to the injured party or victim's kin; inability to pay damages leads to imprisonment and/or hard labor.
  • Edict
    Forbidding the convicted from doing something; violation of an edict can result in imprisonment, hard labor, and/or a fine.

II. Crimes against Masks, Officials, and Nobles:

 
  • Assaulting or impersonating a Mask
    He who is found guilty of assaulting or impersonating a Mask is to be put to death.
  • Assaulting or impersonating an official or noble
    He who is found guilty of assaulting or impersonating an official or a noble is to be punished with flogging, imprisonment of up to a tenday, and a fine of up to 500 Golden Elders.
  • Blackmailing an official
    He who is found guilty of blackmailing an official is to be punished with flogging and exilement of up to 10 tenmonths.
  • Bribery or attempted bribery of an official
    He who is found guilty of bribing or attempting to bribe an official is to be exiled for up to 20 tenmonths and fined for up to double the amount of the bribe.
  • Murder of a Mask, official, or noble
    He who is found guilty of murder of a Mask, an official, or a noble is to be put to death.
  • Using magic to influence a Mask without consent
    He who is found guilty of using magic illegitimately to influence a Mask without his consent is to be punished by imprisonment of up to a tenmonth, and a fine of up to 1,000 Golden Elders, and subject to any perceived damages.
  • Using magic to influence an official or noble without consent
    He who is found guilty of using magic to illegitimately influence an official or noble without his consent is subject to edict, and to be punished with a fine of up to 1,000 Golden Elders, and subject to any perceived damages.

III. Crimes against the City:

 
  • Arson
    He who is found guilty of arson is to be be put to death or punished with hard labor of up to 1 tenmonth, and subject to a fine and/or damages covering the cost of repairs plus 2,000 Golden Elders.
  • Brandishing weapons without due cause
    He who is found guilty of brandishing weapons without due cause is to be punished with imprisonment up to a tenday and/or a fine of up to 10 Golden Elders.
  • Espionage
    He who is found guilty of espionage is to be put to death or punished with permanent exile or banishment to the Undercity.
  • Fencing stolen goods
    He who is found guilty of fencing stolen goods is subject to edict, and to be punished with a fine equal to the value of the stolen goods.
  • Forgery of an official document
    He who is found guilty of the forging of an official document is to be punished with flogging and exile for 10 tenmonths.
  • Hampering justice
    He who is found guilty of hampering justice is to be punished with a fine of up to 200 Golden Elders and hard labor of up to a tenday.
  • Littering
    He who is found guilty of littering is subject to edict, and to be punished with a fine of up to 2 Golden Elders.
  • Poisoning a city well
    He who is found guilty of poisoning a city well is to be put to death.
  • Theft
    He who is found guilty of theft is to be punished with flogging followed by imprisonment of up to a tenday, hard labor of up to 1 tenmonth, or a fine equal to the value of the stolen goods.
  • Treason
    He who is found guilty of treason is to be put to death.
  • Vandalism
    He who is found guilty of vandalism is to be punished with imprisonment of up to a tenday, and a fine and/or damages covering the cost of repairs plus up to 100 Golden Elders.

IV. Crimes against the Gods:

 
  • Assaulting a priest or lay worshiper
    He who is found guilty of assaulting a priest or lay worshiper is to be punished with imprisonment of up to a tenday, and damages of up to 500 Golden Elders.
  • Disorderly conduct within a temple
    He who is found guilty of disorderly conduct within a temple is subject to edict, and to be punished with a fine of up to 5 Golden Elders.
  • Public blasphemy against a god or church
    He who is found guilty of public blasphemy against a god or church is subject to edict.
  • Theft of temple goods or offerings
    He who is found guilty of theft of temple good or offerings is to be punished with imprisonment of up to a tenday, and damages of up to double the cost of the stolen items.
  • Tomb-robbing
    He who is found guilty of tomb-robbing is to be punished with imprisonment of up to a tenday, and damages covering the cost of repairs plus 500 Golden Elders.

V. Crimes against Citizens:

 
  • Assaulting a citizen
    He who is found guilty of assaulting a citizen is to be punished with imprisonment of up to a tenday, flogging, and damages of up to 1,000 Golden Elders.
  • Blackmailing or intimidating a citizen
    He who is found guilty of blackmailing or intimidating a citizen is subject to edict, and to be punished with a fine or damages of up to 500 Golden Elders.
  • Burglary
    He who is found guilty of burglary is to be punished with imprisonment of up to 3 months and damages equal to the value of the stolen goods plus 500 Golden Elders.
  • Damaging property or livestock
    He who is found guilty of damaging property or livestock is to be punished with damages covering the cost of repairs or replacement plus up to 500 Golden Elders.
  • Disturbing the peace
    He who is found guilty of disturbing the peace is subject to edict, and to be punished with a fine of up to 25 Golden Elders.
  • Murdering a citizen without justification
    He who is found guilty of the murder of a citizen without justification is to be put to death or punished with hard labor of up to 10 tenmonths, and subject to damages of up to 1,000 Golden Elders paid to the victim's kin.
  • Murdering a citizen with justification
    He who is found guilty of the murder of a citizen with justification is to be punished with exile of up to 5 tenmonths, or hard labor of up to 3 tenmonths, and subject to damages of up to 1,000 Golden Elders paid to the victim's kin.
  • Slavery
    He who is found guilty of slavery is to be punished by flogging and hard labor of up to 10 tenmonths.
  • Robbery
    He who is found guilty of robbery is to be punished with hard labor of up to 1 month and damages equal to the value of the stolen goods plus 500 Golden Elders.
  • Using magic to influence a citizen without consent
    He who is found guilty of using magic to influence a citizen without consent is subject to edict, and to be punished with a fine or damages of up to 1,000 Golden Elders.

Purpose

The Witterer's Law is the legislative document dictating the law within the city-state of Wittering. A citizen of Wittering is expected to know the law, and a copy of the Witterer's Law is freely available at public offices throughout the city. It is used by the Solemn Order of the Black Cloak in determining its judgements.

Document Structure

Clauses

The document is divided in five different categories. The first category defines the possible punishments available to the Solemn Order. The second category defines crimes against Masks, officials, and nobles. The third category defines crimes against the city of Wittering. The fourth category defines crimes against the Gods and their servants. The fifth category defines crimes against the citizens of the City-State of Wittering.

Publication Status

Every citizen of Wittering is expected to know the Witterer's Law. To this extent, a copy of the Witterer's Law is freely available at most public offices throughout the city, as well as handed out upon entry into the city through official means.

Legal status

The law has been enacted by the first Council of the Masks in 183, and has been ratified by the first Unmasked in 184. As such, it is official law within the Capital of Wittering foremost, and the City-State of Wittering second.
