Hierarchy through power

In the Netherscape few things are set in stone, most of the hierarchical structure is the same. The exceptions would be the Queens of Fairy. These are mantles of power passed down only through death of the current wielder of said mantle.
For all the others there is but one simple law; "Hierarchy by power.".
This means that if you manage to amass power by bargains, or destruction and consumption of other powers, be it lower or stronger. You become strong enough for others to follow you. It is similar to victorian political games, though in this case the politics are about bargains and favors, rather than friendships.

Queens and similar titles

The queens of fairy, and some limited others that belong in the same "category" of power are the mantles of power that none will ever surpass. The queens consist of three for each court, Summer and Winter. They are the lady, queen, and mother. As a symbol for the queen that was, the queen that is, and the queen that is yet to come. All of these mantles have other names, some known, others lost in history, but what is most important, is they have a purpose. What this purpose is, is not widespread knowledge.
