Algrate

The biggest city in the whole world it was designed by Alerous the famed god of architecture and it works as a holy place for him. It's most famed feature are the four towers that mark each cardinal directions. Although the city no longer owns the towers they still stand to mark the directions. The Black Tower is the most famous of these towers. 
The government of the area is ruled by an emperor that picks the not most qualified person to succeed them but is ultimately it is controlled by the Shadow Writers. The laws are orderly and all citizens in the city have official papers known as Citizen Papers to prove their residency, and are policed by the Grate Guards.
