After much negotiation and a few minor interruptions, the Grand Marquisate of Helwin, the Confederation of Woîjne and the Verdant Druids hammer out an agreement that leads to the declaration of the Free City of Xa.


As the instability of the Gashir subsided and the new nations of the world began to emerge, the Verdant Druids immediately began to prepare for their own independence. With the death of Veralke of Vistron and the Reflowering, their power was growing rapidly.   Unrest began to grow in Xa, and the soldiers of the Grand Marquisate of Helwin and Confederation of Woîjne that remained in the city had difficulty keeping control of the city, and the Druids refused to lend them aid to do so. Guards belonging to the Red Crown Swordsmen or the Centuriate found themselves suddenly barred from certain places, and the famous incident involving a lowly cabbage merchant in the Druids' favour getting his store and home invasively searched hardly eased feelings of dislike.    After a half-century of tension, the occupying powers changed their tune and realized that including the Druids in their decision-making was necessary. But the Druids took it a step further; they wanted independence from Helwin and the creation of their own state. They brought up the destruction of their city by Veralke; they mentioned the conflicts between them and the Kingdom of Sasila; they pointed out that monsters still stalked the forests of Xa. They knew what to do with them. They could handle them alone.   So after over a year of arguments, diplomatic missions to Vikjâno and Halwir, and even a close call when Sasik assassins tried to kill the Archdruid, the three nations formed an accord. At the centre of this accord: Xa was now a free city, able to chart its own course in the world of Renath under its new secular government.
